Duties
Major Duties: This is not an all-inclusive list
A ADMINISTRATIVE OFFICER, GS-0341-12, 1. Serves as the performance, process and management control officer of the CFMO, and supervises the Administrative and Information Technology and Administrative Branch. Performs independent and recurring analysis related to the efficiencies of the branch and the remainder of the CFM Office. Processes all special report requests, such as congressional inquiries, agency displays, external data calls, dedication ceremonies, etc., monitoring them through to completion. (45%)
2. Serves as principal personnel manager to the CFM Officer. Recommends and implements decisions regarding manpower that are essential to the direction and operation of the branch. Conducts comprehensive management studies for the assessment and improvement of CFMO manpower requirements. Coordinates and monitors the annual evaluation process for all Federal and State personnel assigned to all work centers in the CFMO. Oversees the awards program, to include criteria for issuance, eligibility, and timely presentation for acts of heroism, meritorious service, and achievement. Supports all administrative requirements of the CFMO and is accountable for local purchases made in support of administrative services. Provides input for the development of the CFMO annual budget submittal and the State's budget (submitted to the Governors office).

3. Supervises the evaluation, analysis and implementation of information technology (IT) relative to accomplishment of the work performed and efficiencies in the CFMO. Ensures standardized and integrated systems are implemented. Serves as the clearinghouse for all IT problems within the CFMO and for necessary outside resources. Coordinates data content or logic problems with users to resolve invalid or erroneous output. Plans and programs future IT requirements into the long-range plans of the CFMO in concert with higher headquarters and the State Plan. Provides the necessary resources to implement remote access for the monitoring of the "Smart Building Concept" (includes connectivity and program compatibility). Coordinates with the J-6 for assistance in resolving problems of which the J-6 has primary responsibility. Supervises and prioritizes the automated system needs of the CFMO.

4. (Duty Statement for positions that require supervisory duties but does not meet the 25% of time threshold.) Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. (10%)
5. Coordinates and tracks all suspense dates for the CFMO. Develops and maintains standard operating procedures (SOPs) manuals for all processes within the control of the CFMO. (10%)

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
1 year equivalent to at least next lower grade level. GS-11 and above - 1-year specialized experience equivalent to at least the next lower grade level. Must have experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques.
Preferred Certifications or Branch Experience in: -CFMO 101, 102, 103, 104, 105 -LEED Certified -Contractor Claims Training -Fiscal Law -Cooperative Agreements Training

This does not apply to Temporary Technicians or Temporary Employees
- Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
- Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
- Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
- Area 5: U.S. Citizens (to include current ARNG and ANG members.)
Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
- Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position.
