Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a ADMINISTRATIVE OFFICER (T32), PD# D2368000 RI 143d Airlift Wing. The purpose of this position is to provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization.

Duties

Directly assist leaders with the management of key day to day planning, public affairs, process improvement, protocol, operations and special projects at the highest level of the organization. Collaborates and coordinates assigned functions with managers, office of primary responsibility, leaders and supervisors; participate with management to address and resolve issues, as well as provide recommendations for correcting or improving the organizations overall program management, efficiency and effectiveness. This position reports directly to the Wing Commander.

Ensures internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness. Accomplishes or assigns actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group. Work relieves Wing leadership of all but the most pressing and necessary decision and action policies. Provides sound research, analysis, advisory and consultation to the Command team; recommends improvements in the formulation and application of policies and procedures. Addresses Freedom of Information Act (FOIA) initiatives, legislative activities, and responses to congressional inquiries. Supports the organization through the development and oversight of the knowledge management program. Acts as an intermediary to resolve significant or controversial issues, problems and disagreements that are referred to Commander. Directs the management of a myriad of unique, atypical, and unrelated problems. Establishes communication channels internal and external to the organization; keeps internal and external customers as well as unit members, traditional and full time, informed and facilitates communication laterally and horizontally throughout the organization. Resolves day-to-day administrative and management problems, plan, develop, and execute organization's Administrative Management Program (AMP). Oversees administrative programs and projects that consist of a variety of functions, efforts result in increased accuracy, productivity and efficiency; develops administrative guidelines and standard operating procedures. Prepares, administers, collaborates and consolidates information in support of knowledge management requirements, trains personnel on system utilization and information sharing; partners with administrators to analyze and synthesize data, develop and publish command level strategic management plan, provides informational learning tools, publishes and shares pre, during, and post exercise or inspection information and results to develop a strong information sharing and learning environment. Facilitates a team effort with internal and external stakeholders in the areas of Air Expeditionary Force (AEF), deployments, Exercise Evaluation Team (EET), Disaster Response Force, legal and human capital management to resolve issues. Prepares charts, graphs, oral and written communications using sound analytical methods, interpersonal writing and communication principles, practices, and techniques.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires military membership in a military assignment in the Rhode Island Air National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • This position requires military membership, compatible unit and Air Force Specialty Code (AFSC)assignments, and the ability to obtain and maintain a clearance level which is based on the position security access requirement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • May occasionally be required to work other than normal duty hours; compensatory time may be required.

MILITARY GRADE REQUIREMENT: O-1 through O-5

Compatible Military Assignments: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade level. Must have experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques.

Education may not be used as a substitution for or in combination with experience in this occupational series and grade to qualify for this position.

--Skills to deal effectively with high-ranking military, civilian officials and/or local officials, develop draft press information, and Community Action Plans.
