Summary

This National Guard position is for a ADMINISTRATIVE OFFICER (TITLE 5), Position Description Number T59015000 and is part of the 151 AW with the Utah Air National Guard, located in SLC UT.

Priority will be given to all current, onboard employees of the UTANG.

The selecting supervisor is Col Travis Perry.

This is a Title 5 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. IAW UTNGR 690-12-1 dated MAR 2023, Priority will be given to all current, onboard employees of the UTNG. Duties

MAJOR DUTIES: This is NOT an all-inclusive list.

  • Ensures internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness.
  • Accomplishes or assigns actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group.
  • Work relieves Wing leadership of all but the most pressing and necessary decision and action policies.
  • Provides sound research, analysis, advisory and consultation to the Command team; recommends improvements in the formulation and application of policies and procedures. Addresses Freedom of Information Act (FOIA) initiatives, legislative activities, and responses to congressional inquiries.
  • Supports the organization through the development and oversight of the knowledge management program. Acts as an intermediary to resolve significant or controversial issues, problems and disagreements that are referred to Commander.
  • Directs the management of a myriad of unique, atypical, and unrelated problems.
  • Establishes communication channels internal and external to the organization; keeps internal and external customers as well as unit members, traditional and full time, informed and facilitates communication laterally and horizontally throughout the organization.
  • Resolves day-to-day administrative and management problems, plan, develop, and execute organization's Administrative Management Program (AMP).
  • Oversees administrative programs and projects that consist of a variety of functions, efforts result in increased accuracy, productivity and efficiency; develops administrative guidelines and standard operating procedures.
  • Initiates, plans, directs, and/or participates in special studies and projects in areas such as; resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc.
  • Researches, reviews, and analyzes processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs; develops final report and briefing, makes recommendations that impact high level decision making, and increases efficiency.
  • Represents the Wing in meetings with congressional, state and local officials, special interest and business group spokespersons to market and advertise ANG programs, activities, and requirements to gain support for ANG missions.
  • Attends community functions and serves as protocol specialist, spokesperson to create public interest in ANG programs.
  • Provides oversight, coordination and collaboration as it pertains to protocol functions.
  • Implements, directs, and coordinates executive functions, services and activities.
  • Represents the commander in interaction with other agencies; markets, publicizes, and distributes information as it pertains to unit programs, initiatives, community events, open house, and special projects.
  • Collaborates and consults with Wing Public Affairs Officer (PAO), drafts, develops, and finalizes narrative, prepares and coordinates news releases with State JFHQ to support communication with local media, high-ranking public officials, corporate leadership, civic groups, other reserve components, Air Force, Army, National Guard Bureau (NGB) and respective headquarters staff representatives.
  • Performs as the historian, responsible to ensure timely, complete and accurate capture and cataloging of significant historical data, and generation of required reports. Prepares the annual historical summary for submission to higher headquarters.
  • Performs other duties as assigned.

  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.

Qualifications

Minimum Requirements:
Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

Specialized Experience:
1-year specialized experience equivalent to at least the next lower grade level (GS-0341-11). (Applicant must submit SF 50 showing experience in occupational series 0341 to determine qualification)
OR
Must have experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and
productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multilevel agencies. Experience in analytical and investigative techniques.

Organizational Requirements:

  • Incumbent must have current TOP SECRET security clearance to accommodate clearance needs associated with position and mission set of organization.
  • Incumbent must have MICT/IGEMS background to train staff personnel on systems utilization & analyze & synthesize data from mentioned systems.
