This National Guard position is for a ADMINISTRATIVE OFFICER (Title 32), Position Description Number D2368000 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard.

This position is open to current members of the 137th Special Operations Wing within the military grades of O-1 through O-3.

Duties

This position is located in the Wing Headquarters of an Air National Guard (ANG) Wing. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The purpose of this position is to provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization. Directly assist leaders with the management of key day to day planning, public affairs, process improvement, protocol, operations and special projects at the highest level of the organization. Collaborates and coordinates assigned functions with managers, office of primary responsibility, leaders and supervisors; participate with management to address and resolve issues, as well as provide recommendations for correcting or improving the organizations overall program management, efficiency and effectiveness. This position reports directly to the Wing Commander.

MAJOR DUTIES:
Ensures internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness. Accomplishes or assigns actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group. Work relieves Wing leadership of all but the most pressing and necessary decision and action policies. Provides sound research, analysis, advisory and consultation to the Command team; recommends improvements in the formulation and application of policies and procedures. Addresses Freedom of Information Act (FOIA) initiatives, legislative activities, and responses to congressional inquiries. Supports the organization through the development and oversight of the knowledge management program. Acts as an intermediary to resolve significant or controversial issues, problems and disagreements that are referred to Commander. Directs the management of a myriad of unique, atypical, and unrelated problems. Establishes communication channels internal and external to the organization; keeps internal and external customers as well as unit members, traditional and full time, informed and facilitates communication laterally and horizontally throughout the organization. Resolves day-to-day administrative and management problems, plan, develop, and execute organization's Administrative Management Program (AMP).

Initiates, plans, directs, and/or participates in special studies and projects in areas such as resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc. Research, reviews, and analyzes processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs; develops final report and briefing, makes recommendations that impact high level decision making, and increases efficiency. Directs and oversees actions required to implement procedural changes, conducts in-process efficiency reviews, participates in site visits, completes after action reports, maintains historical data; ensures documented evidence is provided to support cost savings without compromising required standards of readiness, accuracy, effectiveness, and/or safety.

Represents the Wing in meetings with congressional, state and local officials, special interest and business group spokespersons to market and advertise ANG programs, activities, and requirements to gain support for ANG missions. Attends community functions and serves as protocol specialist, spokesperson to create public interest in ANG programs. Provides oversight, coordination and collaboration as it pertains to protocol functions. Implements, directs, and coordinates executive functions, services and activities. Represents the commander in interaction with other agencies; markets, publicizes, and distributes information as it pertains to unit programs, initiatives, community events, open house, and special projects.

Collaborates and consults with Wing Public Affairs Officer (PAO), drafts, develops, and finalizes narrative, prepares and coordinates news releases with State JFHQ to support communication with local media, high-ranking public officials, corporate leadership, civic groups, other reserve components, Air Force, Army, National Guard Bureau (NGB) and respective headquarters staff representatives. Provides the full scope of supervision to subordinates assigned to Wing Public Affairs.

Performs as the historian, responsible to ensure timely, complete and accurate capture and cataloging of significant historical data, and generation of required reports. Prepares the annual historical summary for submission to higher headquarters.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • This position requires military membership, compatible unit and Air Force Specialty Code (AFSC) assignments, and the ability to obtain and maintain a clearance level which is based on the position security access requirement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • May occasionally be required to work other than normal duty hours; compensatory time may be required.

Qualifications

Military Grades: O-1 through O-3

GENERAL EXPERIENCE:
Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.


SPECIALIZED EXPERIENCE:
Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions. Experience preparing reports, plans, policies and various correspondence. Experience evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Experience utilizing the organization, its mission and the organizational staff procedures. Experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques.

Extensive knowledge of organizations, programs, mission goals, major issues, objectives, work processes, administrative operations and functions of the organization. Require knowledge of pertinent laws, regulations, policies and precedents applicable to the situation and organization.

Knowledge of relationships with other key programs and administrative support functions; familiar with the major issues, program goals and objectives, work process, and administrative operation of the unit.

Comprehensive knowledge of functions and responsibilities of different commands/elements of the base, as well as a thorough familiarity with regulatory and informational material pertinent to the operations and activities involved.

Knowledge of administrative and technical operations, training, and response missions, including but not limited to Air Expeditionary Force (AEF), deployments, Exercise Evaluation Team (EET), Disaster Response Force and personnel issues.

Knowledge and skill in applying research, analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations; to develop knowledge management tools and promote sharing of information.

Knowledge in developing new or modified work procedures for administering services, development of guidelines and procedures and automating work processes.

Knowledge of Project Management principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources; including monitoring and inspecting cost and work, completion of after-action reports, and period in progress briefings.

Knowledge to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of operations.

Sufficient protocol skills to deal effectively with high-ranking military, civilian officials and/or local officials, develop draft press information, and Community Action Plans.

Require a skilled, informed writer and verbal communicator sufficient to prepare, present, and articulate findings and recommend solutions, including visual information techniques, to develop and present information in a variety of forms; develop and deliver briefings, project papers, status/staff reports, and correspondence; foster understanding and acceptance of findings and recommendations. The incumbent must be able to train individuals with varied backgrounds in the developed procedure, process or policy. Individual is occasionally required to coordinate press releases and other media-related announcements.

Education

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
