Duties

  • You will serve as as Financial Analyst assigned to the Business and Financial Management Competency (1.2) of the Naval Information Warfare Systems Command (NAVWAR).
  • You will assist in providing the Program office with advice and guidance on all business areas for their assigned programs, projects and/or initiatives.
  • You will be responsible for monitoring and tracking business and acquisition areas and ensuring that program execution adheres to acquisition and financial policy.
  • You will provide oversight and leadership in ensuring common process and tools are implemented across Program office.
  • You will oversee budget execution plans and formulate budgets supportive of and consistent with program planning submissions.
  • You will demonstrate leadership skills to ensure tasks executed are in accordance with the appropriations guidelines and programs stay within controls.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DP-03/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, programming, budget and execution activities to include program objective memorandum development, budget preparation, execution, financial reconciliation, and analysis; AND business financial management expertise in program evaluation as well as overseeing business portions of acquisition documentation.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

DP-04, TIER-3 DC-MD-VA-WV-PA SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position, which is $139,395 - $167,276 (Base $104,604 - $125,526 plus 33.26% locality adjustment). DP-04, TIER 3 IS CAPPED AT A GS-14, STEP 7.

DP-04, TIER-3 REST OF US SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position, which is $122,198 - $146,639 (Base $104,604 - $125,526 plus 16.82% locality adjustment). DP-04, TIER 3 IS CAPPED AT A GS-14, STEP 7.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.
