• You will serve as a senior HR Advisor performing operational assignments in the Department of Navy, NSWC – Carderock Division, Corporate Operations Department, Human Resources Division, Staffing and Classification Branch Code 1013.
• You will provides Human Resources specific advisory services in the area of Staffing, Human Capital Planning, recruitment, position management, and program support to supervisors, managers, and employees.
• You will utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
• You will use use detailed analytical methods to identify, evaluate, and recommend in depth alternatives with impact analyses to management to find appropriate HR solutions.
• You will use non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Navy customers.
• You will provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of HR findings and recommendations.
• You will study and advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
• You will develop long and short range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.
• You will advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
• You will provide guidance on merit system principles, prohibited personnel practices, development and use of valid selection criteria, and approaches that assist organization with staffing improving employee productivity, morale, and retention.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-04: Your resume must also demonstrate at least one year of one year experience at or equivalent to the NT-03 (GS-09 through GS-11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising management on recruiting, staffing, and classification; managing the end-to-end hiring process including pay-setting and job offers; ensuring the accuracy of personnel actions like RPAs and SF-50s; and serving as a primary HR point of contact for employees.

FOR NT-05: Your resume must also demonstrate at least one year of one year experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising management on complex classification, staffing, pay setting, personnel actions and recruitment strategies; applying advanced hiring authorities (DHA, Special Appointing Authorities) and pay-setting flexibilities; leading major HR programs (e.g., DEMO, Student Programs) as a Subject Matter Expert; and developing internal HR policies and standard operating procedures (SOPs).
