Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a AERIAL DELIVERY SPECIALIST (T32), PD# D2130000 and is part of the RI 56th Troop Command. The primary purpose of this position is to perform a multi faceted broad spectrum of aerial delivery functions, necessary for management of day-to-day aerial delivery operations.

Duties

Inspects a variety of airdrop equipment such as parachutes, multi loop lines, extraction force transfer couplings, latch assembly couplings, cable assembly couplings, actuator assembly, release cargo parachute M-1, lanyard arming wire, connector parachute, timer delay assembly, link lower suspension, link assembly single suspension type IV, link assembly heavy duty, link 4 point, parachute release single knife, bracket suspension, and tie down cargo quick release. Uses a wide variety of inspection processes and techniques, and many unique and specially designed instruments and gauges (i.e., tension meters, scales, micrometers, gauges, torque wrenches, tests sets, porosity, oxygen test sets, altitude chambers, altimeters, and protractors). Drop-tests troop-type personnel parachute to check proficiency. Inspects and classifies airdrop items to determine whether items are serviceable, repairable, or beyond economical repair. Inspects airdrop equipment repairs and parachute packing. Performs prioritized airdrop inspections, sequential work is determined, and pertinent ARs, TMs, FMs and DA PAMs have been reviewed. Independently performs assignments at the Aerial Delivery Logistics Facility (ADLF) when the supervisor is not present. Performs three separate inspections of airdrop loads/containers prior to the actual airdrop. Maintains an adequate stock level of current aerial delivery system equipment, components, and supplies. Serves as unit representative on the Aerial Delivery Review Panel and as a Joint Airdrop Inspector. May be tasked to attend Malfunction Review Board meetings. Directs and controls all airdrop zone operations to ensure the safe operation and protection of aircraft, vehicles, personnel, and equipment. Performs other duties as assigned.

OTHER SIGNIFICANT FACTS:
These tasks have no impact on the classification of this position and should NOT be addressed in any technician's performance standards.
Hazmat certification within 6 months of employment and recertification every two years.
Must complete the Joint Airdrop Load Inspector course within one year of employment.
Must be able to pass annual Pulmonary Function Test (PFT) in the event respirator is required for incidents or spill response.
Personnel will be required to have appropriate security clearance.
Must have valid state and military drivers license.
School qualifications/currency as a rigger/parachute packer knowledgeable of proper rigging procedures and ability to rig loads for airdrop to include preparation/packing, and repair of parachutes utilized for these drops.
IAW AR 750-32 and AR 59-4 must maintain specialized skill, qualification and airborne currency to plan and execute aerial delivery operations in a safe, efficient manner in order to prevent serious bodily harm and or death.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires military membership in a compatible military assignment in the RI Army National Guard, required prior to the effective date of placement.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.

  • Must be able to obtain and maintain the appropriate security clearance of the position.

Compatible Military Assignments:
For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

GENERAL EXPERIENCE:
Experience or training which demonstrates the knowledge of equipment and practices associated with the type of work to be done.

SPECIALIZED EXPERIENCE:
Experience or training of Aerial Delivery Operations and functions sufficient to plan, coordinate, facilitate, and expedite on-time movement of personnel, and airdrop cargo in accordance with applicable rules and regulations. Must possess skills and knowledge required to be certified to inspect, test, and perform quality assurance with 100% accuracy on all life support systems. Joint Air Inspection and Jump Master qualifications/currency to identify through prescribed inspection processes to eliminate malfunctions that may affect the safety of aircraft/personnel, to ensure a safe and proper drop of personnel and airdrop load from aircraft, and to insure items offered/accepted for transport by air meet proper specifications.

Persons appointed within their 2-year conditional trial period may be separated when their services are no longer needed. Conversion from Conditional to Permanent tenure will occur after the trial period.

  • Knowledge of drop zone control operations to direct and control drop zone operations.
  • Knowledge and ability to receive, store, and categorize aerial delivery items IAW with latest logistics DA PAMs and FMs.
  • Ability to operate a variety of materials handling equipment (MHE) utilized in moving cargo within the air terminal and to transport cargo to and from the aircraft (i.e., 4-10K forklifts, 25-60K aircraft loaders, etc.).
  • Knowledge of inspecting and testing of proper aerial delivery fabric materials with 100% accuracy for proper repair maintenance of air items.
  • Knowledge of detailed safety inspection methods for aerial delivery of individual and cargo.
  • Knowledge to interpret detailed specifications, blueprints, TMs and FMs in order to maintain, repair, and inspect life support systems for high risk airborne operations High Altitude Low Opening (HALO)/High Altitude High Opening (HAHO) and combat dive airborne operations.
  • Kowledge of inspecting and testing of intricate Global Positioning System (GPS) and software related programs used for precision air drop.
  • Knowledge of terminal guidance for aircraft during Drop Zone (DZ)/Landing Zone (LZ) operations in order to insure safe delivery of personnel and equipment.
  • Knowledge of inspecting, testing, fitting, repair, of Military Free Fall oxygen systems.
  • Knowledge and inspection of personnel and equipment for maritime airborne operations.
  • Knowledge and inspection capability to perform sling load operations on varied aircraft.
  • Knowledge and skill of intricate tables, bars, charts and graphs in order to calculate weights, balances, ratios for proper rigging of equipment in all terrain environments.
  • Knowledge, skill and ability to plan work when detailed specifications are not available.
  • Skill, knowledge and ability to apply knowledge of shop mathematics, including fractions, equations, and plane measurements, to make more difficult calculations.
  • Knowledge, skill and ability to work with a wide variety of fabrics and materials, which includes newly, developed materials. Apply a thorough knowledge of all types of fibers and blends, fabrics, and finishes, including knowledge of performance and handling characteristics such as dimensional stability, abrasion resistance, and heavy sensitivity. Ability to select materials to meet particular and mission specific needs.
