Duties

Location is negotiable upon selection where a Department of Homeland Security, Office of Inspector General office is located.

The Assistant Inspector General (AIG) for Audits, Emergency Management and Preparedness (EMP) position is located in the Emergency Management and Preparedness (EMP), Office of Audits (OA), Office of Inspector General (OIG), Department of Homeland Security (DHS). The Inspector General examines, evaluates and, where necessary, critiques operations and activities, recommending ways for the Department of Homeland Security to carry out its responsibilities in the most effective, efficient, and economical manner possible.

Through independent audits and program analyses, the Office of Audits:

  • Protects the public interest by bringing about positive change in the performance, accountability, and integrity of its programs and operations.
  • Seeks out best practices that will improve the effectiveness and efficiency of component agencies; helps program managers achieve the desired results and operate in accordance with laws and regulations.
  • Identifies deficiencies and make recommendations for improving the efficiency and effectiveness of DHS' information and technology management, operations, and security.
  • Ensures the review of disaster assistance funds and disaster programs are operating in an effective and efficient manner and spending public funds in accordance with regulations.
The AIG for Audits, EMP leads, directs, and is responsible for operational and functional development, implementation and supervision of DHS OIG audit activities within the OA, EMP. This group primarily oversees Federal Emergency Management Agency (FEMA) mission operations to ensure adequate support for U.S. citizens and first responders to build, sustain, and improve capabilities to prepare for, protect against, respond to, recover from, and mitigate all hazards.

Incumbent participates with the Deputy Inspector General for Audit (DIGA) in the formulation of audit program policies, procedures, goals, and objectives and the development of long and short-range strategic plans for OIG audit programs and activities. Participates in the formulation of budget requirements to accomplish program goals and activities. Supervises day-to-day operations of the OA, in EMP, including Headquarters and the Field Offices. Manages and oversees the performance and execution of all audit activities nationwide, which consist of a wide variety of audit programs and operations for preventing and detecting fraud, waste, abuse, and mismanagement. Serves as an advisor to the DIGA in the development, planning, and implementation of OA goals and objectives in carrying out assigned functions. The incumbent is required to analyze and evaluate OA's audit activities, make decisions and recommendations to improve efficiency of audit activities, and carry out assigned functions to accomplish the goals and objectives of the OA and the OIG.

In this position you will perform the following:
  • Develop and recommend audit policies, plans, procedures and programs to allow the Department to effectively carry out its mission and meet national policy objectives. As required, analyzes proposed legislation and regulations to determine their projected impact on the economy and efficiency in administration of DHS OIG's audit programs and activities. Develop long range and annual audit plans that reflect management and congressional concerns, as well as OIG vulnerability assessments and other factors.
  • Ensure that audits are pursued, documented, and finalized in accordance with the IG Act of 1978, as amended, any other applicable laws and regulations, and applicable. Ensure written reports of findings are made to senior management officials for comment and actions. Help prepare the OIG Semiannual Report and Major Management Challenges report.
  • Direct audits to promote economy, efficiency and effectiveness and to detect fraud or abuse of programs and other efforts managed and/or financed by DHS. Respond to inquiries by DHS officials, other Governmental units, Congress, and the public relating to audit matters. Participates with the Office of Investigations in joint audit/investigative activities.
  • Ensure audits are conducted in accordance with applicable standards. Ensure that appropriate and timely action is taken by department/agency management in response to audit report recommendations.
  • Provide guidance and consultation to the workforce concerning the goals and policies of the DIGA. Establish and conduct planning sessions with OA, OIG, and GAO components when program activities overlap.
  • Coordinate auditor training requirements and maintain contact with training officials and other agencies, as necessary, to assure implementation of an effective auditor training program.

Qualifications

Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1: Demonstrated professional experience in auditing principles, concepts, and techniques to serve as an expert on the interpretation and application of auditing theory and methodology, as applied to promote economy, efficiency, and effectiveness in agency programs and operations and to prevent fraud, waste, and abuse in a complex environment combined with the demonstrated ability to apply standards promulgated by the Government Accountability Office (GAO), American Institute of Certified Public Accountants (AICPA), and other professional organizations.

MTQ 2: Demonstrated experience managing, overseeing, and directing the performance and execution of all audit activities on a large or national scale to prevent and detect fraud, waste, abuse, and mismanagement from inception to completion in compliance with government auditing standards in an Inspector General or similar environment.

MTQ 3: Demonstrated ability to communicate effectively orally and in writing, for example with high-level Government officials including the most senior organizational leaders, representatives of external and interagency committees, the public, Congress, and audiences varying widely in background, experience, and level of understanding on matters which may be sensitive, controversial, and complex.

Education

To meet the basic requirement, applicants must meet one of the following and provide documentation to support the claim.

A.
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
