Duties

SUMMARY OF DUTIES: Works as a HVACR Maintenance Mechanic on all MCCS-SC equipment and supervises NA and WG Maintenance Mechanics within MCCS SC Facility’s Department. Exercises full supervisory responsibility over the work operation. Enforces required safety and other related regulations in the workplace. Assigned as a purchase card holder. Determines equipment, supplies, and tools required to complete work. Contacts local vendors in the execution of the established purchase orders and regulations, involving appropriated and non-appropriated fund expenditures, for purchase of refrigeration and appliance spare parts and equipment. Assures that materials are ordered or are on hand, as not to delay the work. Maintains proper records of parts purchased and delivered. Provides reports of productions, with updates as required. At the end of each month, reviews and approves vendor's invoices for payment.

Plans work schedules, timekeeping, and sequence of operations for subordinates. Provides detailed work objectives, materials, and labor cost estimates for work orders. Assigns work to subordinates with work requirement, methods, and procedures. Instructs subordinates in new procedures and provides advice when problems arise. Develops plan assignments and methods as necessary to accomplish the work effectively and as economically as feasible. Develops performance standards for assigned employees. Evaluates employees on performance. Hears and resolves complaints and identifies developmental and training needs of employees. Finds ways to improve production or increase the quality of the work directed. Keeps supervisor informed of abnormal or special problems.

Maintains effective and efficient record/file system. Assists in the preparation on semi-annual and annual inventories and budget reports. Drives government vehicle. Ensures that all tenets of EEO are followed.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.

Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return to Work" program initiatives and following up on employee well-being.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

EVALUATIONS:

Qualifications

SKILLS AND ABILITIES: Incumbent shall be highly skilled in Heating Ventilation, Air Conditioning, and Refrigeration (HVACR), commensurate with documented education or work history of no less than five (5) years of field experience, or a combination of field experience and technical education in HVAC/R. Incumbent shall have the ability to plan, organize, and direct the work of subordinates. Ability to demonstrate a working knowledge of air-conditioning or refrigeration, electrical, and appliance servicing trades. Must be able to read, interpret and work from drafts, schematic diagrams, and blueprints. Knowledge of and be able to operate generators, air compressors, vacuum pumps, oxyacetylene torches, pressure gauges, waging tools, and test instruments such as volt-ohmmeters, and clamp on ammeters. Ability to identify different types of refrigerants such as R-12, R-22, R-409, R-410 and R-502. Must have skill in the use of a variety of hand and power tools commensurate with repair work. Must have knowledge of Electrical Code and other related areas. Must possess a Universal Technician certification issued by an approved certification program.

RESPONSIBILITY: Work as a HVAC/R Maintenance Mechanic, servicing all equipment needed to support the mission. Establishes deadlines and priorities, which are based on general work schedule methods and policies established by the supervisor. Assigns work to subordinates with work requirement, methods, and procedures. Instructs subordinates in new procedures and provides advice when problems arise. Reviews work-in-progress and/or completion. Ensures that deadlines are met. Coordinates work with other units/shops that may be involved on the same project.

PHYSICAL EFFORT: Lifts and carries objects up to 45 lbs. independently and objects over 45 lbs. with assistance. The incumbent is occasionally required to stoop, stretch, bend, and kneel and work in tiring and uncomfortable positions.

WORKING CONDITION: The incumbent is subject to sudden temperature changes when working on equipment such as walk-in freezer units. The incumbent is subject to cuts, burns, electrical shocks, and respiratory ailments. Exposure to repeated, prolonged, or concentrated amounts of refrigerant gases may cause toxic effects to eyes, skin, and internal organs.
