This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions and Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; knowledge of all aspects of worldwide sensitive air support and employment mission requirements, including fixed wing, ground refueling, air refueling, navigation and offensive/defensive employment operations for air assets. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of all aspects of worldwide sensitive air support and employment mission requirements, including fixed wing, ground refueling, air refueling, navigation and offensive/defensive employment operations for air assets.
- Knowledge of developing, implementing and employing unit wide policies, standards and procedures for the management of all aspects of aircraft movement and operational security to ensure resources and program is properly protected while conducting training and real world missions.
- Knowledge of air operations doctrine, tactics, techniques, and procedures required to develop, coordinate and implement strategy, plans, place and exercises related to air operations for the command. This includes in depth knowledge of joint special operations doctrine related to domestic and overseas command relationships with the ability to interpret and provide guidance and direction.
- Knowledge of DoD and USAF policies on special access programs controls and procedures, document control and accountability. Knowledge of military and civilian personnel supervisory and management practices/policies.
- Ability to integrate aircraft movements to achieve a tasked objective. This includes knowledge of Air Force DoD, and FAA air traffic control regulations and criteria; ability to perform detailed assault zone assessments and land surveys as required; provide tactical and administrative air traffic control; and develop aircrew mission set-up packages, communications plans, abort options, refueling requirements and mission execution.
- Ability to communicate effectively both orally and in writing.
OTHER SIGNIFICANT FACTS:
- The duties of this position meet the requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. The position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDI 1200.7, Screening the Ready Reserve).
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
- Office portion of work is in a field support setting or traditional office settings in a windowless vault/secure facility with artificial lighting, air conditioning, and heating. Heavy lifting of equipment up to 75 lbs in a field environment on a recurring basis is required.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence related-related Special Sensitive information, or involvement in Top Secret Special Access Programs, (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
