THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP.

This National Guard position is for a AIR SURVEILLANCE SPECIALIST (INSTRUCTOR), Position Description Number PDD2349000 and is part of the Mississippi National Guard.

Duties

As a AIR SURVEILLANCE SPECIALIST (INSTRUCTOR), GS-2101-11, you will provide instructionally directed training, for developing, upgrading, and evaluating skills of Air Surveillance Officer (ASO), Air Surveillance Technician (AST), Surveillance Technician (ST), Data-link Systems Technician (DST), and Interface Control Technician (ICT) crewmembers.

DUTIES AND RESPONSIBILITIES:
1. Performs as Instructor for the Air Surveillance Officer (ASO), Air Surveillance Technician (AST), Surveillance Technician (ST), Data-link Systems Technician (DST), and Interface Control Technician (ICT) crewmembers. Ensures training encompasses the full spectrum of theory, formal classroom and actual live, distributive and simulation missions on Battle Management Systems functions. Determines training requirements by analyzing unit training objectives, missions, combat readiness reports, Standard/Evaluation reports and directives. Prepares local course outlines to include: operation of complex classified electronic and telecommunications equipment, involving audio and video programming equipment, high powered transmitters, receivers, antenna systems, and communications terminal equipment; basic crewmember duties and responsibilities; safety precautions in an electronic environment; psychological factors and mission procedures. Develops lesson plans in accordance with syllabus courseware. Develops, establishes, validates and maintains unit computer systems training programs using operation training and tracking software. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Develops unit mission section specific instructional standards, training plans, tests, lesson plans, and other training materials. Identifies resource and funding requirements. Performs cost analysis, task analysis, and student load factor analysis. Selects media. Evaluates training program effectiveness. Leads or participates in process improvement teams to recommend improvements to instructional methods or processes. Works with training contractors. Participates in workshops and course reviews. Recommends course changes.

2. Performs as Standardization/Evaluation examiner for the Air Surveillance Officer (ASO), Air Surveillance Technician (AST), Surveillance Technician (ST), Data-link Systems Technician (DST), and Interface Control Technician (ICT) positions; ensures established standards of proficiency are maintained through evaluation and observation; administers scheduled and unscheduled evaluations during operational and training missions; analyzes evaluation data for adverse trends in performance; conducts evaluation critiques; recommends necessary changes or improvements; and develops testing material for evaluations.

3. Serves as an Air Surveillance Technician (AST). Performs mission planning, mission briefings, conducts mission, and post mission duties. Formats initialization data and uses coordinate reference systems. Coordinates mission profile requirements with internal and external agencies. Oversees the activities of ST/DST/ICT/EPTs (depending upon mission type - operational or training) during the mission. Manages team, assigns duties for the mission and ensures completion of AST duties.

4. Displays, interprets and discriminates between valid and invalid targets, using three dimensional radar, computer generated digital radar returns, electronic identification features. Employs electronic warfare (EW) and electronic support measures (ESM) following spectrum management techniques and procedures. Uses electronic protect (EP) techniques to degrade effectiveness of electronic attack (EA) or external interference.

5. Operates and manages secure and unsecure communications nets with airborne and ground agencies. Identifies and corrects datalink problems and identifies transmission deficiencies in planned or currently operational networks. Determines mission requirements and requests hardware and network configuration resources, such as: Internet Protocol addresses, voice switch and data link configurations, etc. from internal and external agencies to support contingency and/or training networks. Coordinates and conducts operational tests and evaluations of networks.

6. Performs surveillance operations mission planning activities. Plans for operational missions in accordance with unified combatant command or theater rules of engagement. Operates Theatre Battle Management Core System (TBMCS) equipment to initialize information for download to mission systems. Receives, interprets extracts and disseminates relevant Air Tasking Orders (ATO), Special Instructions (SPINS), Area Air Defense Plan (AADP), and OPTASKLINK information.

7.Performs other duties as assigned

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).

GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training arranging or procuring transportation for personnel, cargo or freight. Experience in nonroutine pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. *For positions requiring supervisory functions; experience which included responsibility for the supervision and management of personnel.???????
