In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, in conjunction with the Individual Occupational Requirement (IOR) for the Transportation Operations Series, 2150.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education:
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.
OR
Specialized Experience (for positions above GS-5):
For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of administration, performance and supervision involving directing, operating, and planning DoD air transportation services and systems. Extensive knowledge of DoD business policies, practices, and procedures in relation to aircraft, cargo and passenger operations. Knowledge in all facets of DoD and AMC Terminal and Ground Handling Services contracting procedures, contracting initiation, modification, and termination, and in evaluation of contractor performance and reporting procedures. Knowledge of computer and network use and maintenance sufficient to give needed guidance or training to customers to prevent problem recurrences and to assist more experienced specialists in resolving very complex problems. Working knowledge of many DoD and AMC business information systems to include a working knowledge and technical expertise in the maintenance of client server architectures used in current and future Intransit Visibility systems.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of administration, performance and supervision involving directing, operating, and planning air transportation services and systems. Work is complex and technical in nature requiring both extensive knowledge of DoD and AMC business policies, practices, and procedures in relation to cargo and passenger operations.
- Knowledge of safety and security instructions, policies, practices, procedures, and governing regulations.
- Ability to plan, organize, and direct Air Terminal and flight line functions for the staff of a small sized organization. Ability to effectively communicate both orally and in writing at a sufficient level to fully coordinate activities with government, local, and management officials and other transportation specialists, and to provide user training and support
- Skill in organizational procurement practices to include budgets, contracts, equipment leasing, and services. Skill in operating Global Air Transportation Execution System (GATES) and Global Defense Support System (GDSS).
- Skill in the manipulation of computer systems and database management concepts, principles, and techniques sufficient to evaluate best business practices and processes, evaluate the feasibility of systems developmental upgrades, and to develop functional requirements and specifications for submission to higher headquarters.
- Hazardous Materials Inspector Qualified.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
