This position is a developmental GS-05 Target GS-09 position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-05. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to Lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-05- SPECIALIZED EXPERIENCE: Applicants must have at least have (52) weeks of specialized experience at the next lower grade (GS-4) level or equivalent. Specialized experience is defined as assisting in areas such as: performing developmental and recurring work assignments; assisting with preparing a variety of documents and participating in conducting studies, programs and projects. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least (52) weeks of specialized experience equivalent to the next lower grade level (GS-05), or equivalent in Federal pay systems. Specialized experience is defined as analyzing and assisting with solving problems, gathering data, and planning and conducting special initiatives, studies, and projects. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least (52) weeks of specialized experience equivalent to the next lower grade level (GS-07), or equivalent in Federal pay systems. Specialized experience is defined as providing data management control, performing surveillance of system databases; and reviewing all documents and system data to ensure all work requirements have been accomplished. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the
GS-04 level is required to meet the time-in-grade requirements for the
GS-05 level. One year at the
GS-05 level is required to meet the time-in-grade requirements for the
GS-07 level. One year at the
GS-07 level is required to meet the time-in-grade requirements for the
GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Extensive knowledge of aircraft maintenance, technical order terminology, and format of the assigned weapon system, sufficient to manage and operate appropriate maintenance management information systems (MIS).
- Extensive knowledge of MIS, (i.e., IMDS, ALIS, CEMS, REMIS, GO-81, and PDMSS/G097) and how the systems interrelate.
- Knowledge of maintenance operations, regulations and policies of aircraft production lines, and planning and scheduling as they relate to processing of aircraft forms, records and documentation systems.
- Skill in interpreting technical data, standards and instructions and the ability to relate this data to assigned aircraft projects, sufficient to prepare production plans and schedules and to maintain effective follow-up.
- Ability to extract, correlate and analyze a variety of system data and input precise technical data in various systems.
- Ability to establish and maintain good working relationships with others and the ability communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
