Duties
As a AIRCRAFT FLIGHT INSTRUCTOR, GS-2181-13, duties include:
(1) Plans and implements flight training and instruction for rated pilots and instructor pilots in accordance with the individual needs. For a substantial portion of the time, performs one or more of the following: a) trains, instructs and evaluates pilots in operating aircraft using advanced instruments flight techniques, b) instructs pilots in methods of instruction and evaluates instructor pilots proficiency to engage in flight instruction, c) instructs pilots in operating advanced attack helicopters or heavy multi-engine advanced transport helicopters. Conducts training flights involving operating an aircraft through reference to instruments and use of automatic direction-finding equipment such as Omni directional radials, ground control approach, and instrument landing systems on and off Federal airways. Conduct refresher, mission and continuation combat training in advance attack helicopters involving aggressor and defensive maneuvers and aerial gunnery practice with heavy ordinance and/or trains and instructs pilots in the operation of heavy multi-engine transport helicopters to transport equipment and personnel in combat situations. Trains pilots in the full range of aircraft maneuvers required in combat situations. Provides instruction in emergency procedures such as loss of propulsion, directional control, or related systems. Performs flights in all-weather/environmental conditions, day and night, and using night vision devices. Prepares and presents related classroom instruction. Recommends whether pilots remain in flight status.
(2) May conduct refresher, mission and continuation training in light fixed wing or utility and observer helicopters. Trains pilots in basic and advanced techniques required to support the pilot's unit mission. Conducts training flights involving a substantial degree of hazard such as training helicopter pilots in advanced flight techniques required in combat situations, tactical flying at night in all weather conditions and with the use of night vision devices, flight maneuvers which take advantage of the terrain, low level flight, short field takeoffs and landings flying in formation, evasive maneuvers and emergency procedures involving engine failures and malfunctions of hydraulic and electrical systems over hazardous terrain. Performs routine operational flight assignments. Transports passengers including dignitaries to and from a variety oi different points. As required, performs maintenance test flights of aircraft following repair or maintenance.
(3) Advises and represents the Commander on all matters concerning aviation/ground safety related to the facility. Ensures facility conforms to Public Law in areas of occupational health and safety. Plans, organizes, and supervises society activities for all personnel assigned to the facility. Publishes and coordinates new and revised directives and procedures designed to promote safety at the facility. Reviews these directives and procedures with the supported aviation unit safety offices. Acts as the facility liaison officer with all outside safety offices and agencies. Coordinates these activities with the Facility Commander.
(4) Develops, maintains, and rehearses the current accident and pre-accident prevention plans for the aviation facility. Conducts facility safety meetings/lectures and establishes a continuing program to promote the Safety Awareness and Accident Prevention Programs. Ensures effective implementation and compliance with safety directives issued by higher authority pertaining to the facility and assists the Facility Commander in determining the necessity for and issuance of local supplements.
(5) Develops and insures maximum distribution of safety literature and materials to all facility personnel. Makes available and maintains a file of aviation and ground safety materials, directives, and literature. Monitors the safety efforts of the aviation unit safety officers supported by the facility and assists them in the development of their accident prevention programs.
(6) Receives, investigates, and reports on all alleged facility safety violations and safety related suggestions. Monitors technique and proficiency of aircrews in handling weapons, ammunition and POL. Inspects physical conditions of facilities for hazards. Posts all known hazards and recommends or takes action to eliminate hazards. Assists in developing and monitors facility Aviation Life Support Equipment Program. Serves as a member of an accident investigation board when ordered.
(7) Serves as advisor to the facility commander and others on safety concerns or missions such as drug interdiction/eradication supported by the facility.
(8) Performs other duties as assigned.

- Aviation Safety Officer require attendance in the Aviation Safety Officer Course and qualifications IAW AR 95-1.
- Instrument Examiner qualifications require attendance in the Instrument Examiner Course IAW AR 95-1.
- Maintenance Examiner qualifications IAW AR 95-1.
- Standardization Instructor Pilot qualifications IAW AR 95-1
- Incumbent must possess and continue to maintain a US Army Class II Flight Physical.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire.
MILITARY REQUIREMENTS:
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Army National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Maximum: O4/CW5; Minimum: O1/CW2; Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.

Compatibility requirements must be met prior to appointment to the position. Selectee has 12 months to become qualified in a compatible military assignment.
Security Clearance/Background Check requirements:
In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.
Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.
Prior to appointment individuals must meet the security clearance requirements for the position or submit the required documents of the Nebraska National Guard, Personnel Security Manager for processing the appropriate investigation. GENERAL EXPERIENCE:
Must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.
SPECIALIZED EXPERIENCE:
Applicants must demonstrate the following specialized experience competencies (skills, knowledge, and abilities) to qualify for appointments to GS-2181-13 Army National Guard Dual Status Officer positions. For Army National Guard positions, must have working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in the Air National Guard Operations Groups. Qualification competencies are determined by three factors in combination: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Experienced in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Army National Guard aviation program, experiences include the abilities to train and instruct others in the piloting of a main-frame military aircraft. Experienced in mission tasking, intelligence reporting, and applying weather information. Experienced in supervising and/or filing of flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experienced in operating aircraft controls and equipment. Experienced in performing or supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; or surveillance and reconnaissance. Ability to conduct or supervise the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Experienced in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Must have at least two years experiences in instructing others in a specific air-frame/military aircraft. Competent to complete various piloting administrative tasks performed in support of Army National Guard aviation programs. Skilled to instruct others to pilot military aircraft on a regular and recurring basis. Experienced in the aviation unit quality control management programs; plus, skilled in the unit flying, explosive, and ground safety programs in accordance with Department of the Army, National Guard Bureau, and Occupational Safety and Health Administration directives. Experienced in following directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experienced in one or more missions such as, air-to-air; air-to- ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting. Experienced in piloting manned or unmanned aircraft. Experiences may include the traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experienced in on-board aircraft instrumentation and aircraft mounted video cameras. Experienced in visual flight-rule type flying and aircraft instrument flying.
Experienced in flying simulated "real world" combat and non-combat missions and terrain. Experienced in planning, scheduling, and conducting flights through Federal Aviation Administration controlled national airspace.
Education
Education:
For Army National Guard Second and First Lieutenants must be actively pursuing an under- graduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.
