Duties

As a AIRCRAFT MAINTENANCE MANAGER, GS-1601-12, this position is located at an Air National Guard aviation wing. Its purpose is to serve as the Aircraft Maintenance Manager with the assigned responsibility for directing and managing Squadron Personnel, Equipment, and overall readiness of all assigned resources. Incumbent partners with the Group Commander, as well as the other Commanders and organizations in the Wing to plan, schedule, and implement a flying program following overarching Operational Risk Management (ORM) concepts. Incumbent also coordinates efforts with numerous outside agencies to execute responsibilities. The supervised workforce may fluctuate daily to meet mission requirements. The workforce may include: Title 32 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Title 5 NG Employees, state employees, other civilian, military duty personnel. This is an Air National Guard Dual Status Technician position requiring military membership, compatible unit and military skill assignment, and classification.

Directs unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any State Active Duty to support State Emergencies. Plans, organizes, and oversees the activities of the organization to direct flying operations. Establishes, reviews, and/or revises policies, procedures, mission objectives, and organization design for the assigned staff, as necessary to eliminate work problems or barriers to mission accomplishment. Directs all functions to provide mission generation support by executing on-equipment activities to produce properly configured, mission ready weapon systems to meet contingency and training mission requirements for both operations and maintenance personnel. Ensures standardized procedures and organizations among Aircraft Maintenance Units (AMUs). Constantly exercises conflict-resolution skills to de-conflict flying schedule priorities supporting wing mission requirements, Operations and Maintenance Training requirements, and real-world Air Tasking Order (ATO) commitments. This also involves fluctuating deadlines, supporting multiple AMUs at dispersed locations, and work occurring on 2 or more shifts. Incumbent is also expected to make critical decisions involving fleet Urgent and Immediate action Time-Compliance Technical Order aircraft modifications as they affect the flying schedule. Provides critical input to Maintenance Standardization and Evaluation Program (MSEP) evaluation process to ensure quality of daily on-equipment maintenance activities.

a. Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars. Directs a group work force of skilled technicians and traditional guard members, including a variety of staff, administrative, and trades and crafts occupations operating 24/7 with at least 2 or more shifts.

b. Determines goals and objectives for the squadron. Reviews, accepts, amends or rejects work which has been accomplished by subordinate supervisors and organizations. Develops and executes the squadron Commander's Inspection Program (CCIP) assessing the organizations ability to execute the mission, manage resources, develop personnel and improve the unit. Gives advice, counsel, and instructions to supervisors and subordinate employees on both general policy and administrative matters. Consults with subordinate supervisors and training specialists on training needs. Provides for employee development and training to ensure all assigned personnel and organizational entities are fully capable of performing their wartime tasking. Responsible for the Squadron's Special Certification Roster (SCR) to ensure accuracy and that a sufficient number of personnel are qualified to perform mission critical tasks. Ensures sufficient numbers of trained personnel on SCR to meet OPLAN, DOC Statement, Unit Type Code (UTC), and day-to-day maintenance tasking's and flying commitments. Makes decisions on work problems presented by subordinate supervisors. Establishes and develops performance standards for assigned supervisory staff.

c. Evaluates subordinate supervisors and reviews evaluations made by subordinate supervisors.

  • Cross training opportunity - Applicants who do not possess the compatible AFSC will still be considered but must meet Specialized experience qualifications listed below. Must attend technical school for award of the AFSC within 12 months of hire.
  • Applicants outside of the ORANG must submit documents showing award of AFSC such as a tech school certificate, Data Brief, vMPF rip, and/or DD214.
  • This position requires the incumbent to occasionally travel away from the normal duty station. The incumbent must be willing and able to travel on military and commercial aircraft.
  • Position does not require the piloting or pilot instructing of military aircraft.

Areas of Consideration:
Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG.
Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG.
Area 3 - Current service members in the Oregon ANG.
Area 4 - Individuals in the active duty US Air Force, Air Force Reserve, or Air National Guard.
Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ANG.

GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS:
Work involves managing, supervising, leading, or performing administrative work that involves: a combination of work characteristic of two or more series in the Equipment, Facilities, and Services Group where no one type of work is series controlling; or work classified in this group for which no other series has been established. Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

GS-12 - 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience, education or training applying commonly used equipment, facility, or service principles and concepts sufficient to obtain on-the-job experience with equipment, facilities, or services. Experience performing highly structured assignments under strictly controlled situations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
