Summary

This is a National Guard Title 32 Excepted Service Position.

This position is a Permanent WS-8801-14 AIRCRAFT MAINTENANCE SUPERVISOR (TITLE 32), Position Description Number D1444000 and is part of the MO 131st Bomb Wing. This is a non-bargaining position.

Duties

  • Plans on an annual or multi year basis the overall allocation of personnel, funding and equipment resources to the organizational segments supervised to accomplish work operations.
  • Provides higher level management and/or leadership information on status of work projects, budget estimates, changes in equipment, facilities, techniques etc. for mission planning purposes.
  • Coordinates and directs the work of units supervised.
  • Assigns and explains work requirements to subordinate supervisors and sets deadlines. Balances workload for subordinate work groups. Promotes economical and efficient work operations.
  • Analyzes production, cost and personnel utilization records and makes adjustment in operations to correct problems.
  • Prepares and/or provides inputs to operating instructions and initiates work plans to be followed by subordinate workers in accomplishing critical or emergency work projects.
  • Coordinates work operations with other organizations and functions.
  • Recommends promotion or reassignment of subordinate supervisors and reviews personnel actions prepared by them. Makes formal appraisal of supervisors' work performance and reviews employee appraisals submitted by them.
  • Determines long range and supervisory training needs for all levels of subordinates developing resource options, justifications and methods to accomplish training.
  • Chairs production meetings to set priorities in accomplishing the scheduled maintenance plan
  • Ensures that regulations governing safety and housekeeping are observed.
  • Schedules and approves leave.
  • Assures that appropriate production reports and administrative records are maintained.
  • Establishes performance standards and evaluates employee performance; prepares formal requests and recommendations for promotions, reassignments, etc.
  • Acts on personnel problems referred by subordinate supervisors. Hears and resolves grievances and ensures proper corrective action is taken.

  • This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

Maximum and Minimum Military Grade - CMSgt (E-9)

GENERAL EXPERIENCE: Must possess experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.

WS-14 SPECIALIZED EXPERIENCE: Must possess specialized experience which demonstrates your ability to plan and organize work assignments for an aircraft maintenance function; plan overall allocation of personnel, funding and equipment resources; coordinate and direct work by assigning and explaining work requirements to subordinate supervisors; establish priorities to meet deadlines; and balance workload for subordinate work groups. The specialized experience must also indicate you possess knowledge of the various lines of work performed by an aircraft maintenance function; ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; and ability to adapt existing equipment and techniques to new situations.

Possession (or previous possession) of 2AXXX, 2WXXX or 2RXXX is optimum.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
