This National Guard position is for an AIRCRAFT MECHANIC, Position Description Number PDD1063000 and is part of the WY Army Aviation Support Facility, Wyoming Army National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Duties
The purpose of this position is to act as the Aircraft Mechanic (Crew Chief) with responsibility for managing the operational readiness of one or more aircraft, and proficiency training of supported aviation unit personnel. Responsibilities include detailed technical oversight of individual aircraft's level of mission capabilities and projection of maintenance requirements to maintain individual aircraft operational readiness.
(1) Manages, monitors or performs overall maintenance, servicing, inspections and documentation for one or more highly technical, high performance military aircraft.
(2) Ensures Unit Level Logistics-Aviation ACN and other aircraft documentation accurately reflects status and airworthiness of assigned aircraft.
(3) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and support exercises.

Primary consideration will first be given to current WY ARNG military members. If required, additional areas of consideration certificates may be released to hiring managers.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.
CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position (Tier 3/Secret).
2. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. May occasionally be required to work other than normal duty hours; overtime may be required.
4. Duties and responsibilities may significantly impact the environment. Responsible to maintain awareness of environmental responsibilities as dictated by legal and regulatory requirements, organization, and its changing mission.

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the AASF.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: All current M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the US Army, Army Reserves or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.
MILITARY GRADE
Min: E-4/SPC
Max: E-5/SGT

DESCRIPTION OF WORK:
Work involves the maintenance, troubleshooting, repair, overhaul, and modification of rotary wing aircraft systems, airframes, components and assemblies, where the work requires sufficient knowledge of the airframe and aircraft mechanical systems.
MINIMUM REQUIREMENTS:
Must possess experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.
SPECIALIZED EXPERIENCE:
WG-10: Must possess experience or training installing, adjusting, aligning, troubleshooting and functionally testing the various major and minor mechanical systems on a UH-60 Blackhawk helicopter and the ability to perform hands-on maintenance on military aircraft. This includes troubleshooting and repairing hydraulic, electrical, and power systems; performing inspections; and using technical manuals to complete repairs with normal supervision.
WG-11: Must possess experience or training as listed above AND one year experience performing as a WG-10 with no safety violations or ethical discrepancies. In addition, be a qualified and current air crew member or in the process of progressing to being an air crew member and the ability to assign and direct the work of other mechanics, serving as the main point of contact for a UH-60 Blackhawk helicopter's maintenance status, and overseeing all repairs to ensure the aircraft is returned to service.
WG-12: Must possess experience or training as listed above AND one year experience performing as a WG-11 with no safety violations or ethical discrepancies. In addition, be a qualified and current air crew member and possess the knowledge and experience to inspect and certify the work of other journeyman mechanics and having the authority to clear 'Red X' status symbols in aircraft maintenance logs.
NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must show start and end in MM/YYYY to MM/YYYY format (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
Must possess a 15-Series Aviation MOS.
PREFERRED QUALIFICATIONS: Applicants should possess technical proficiency equivalent to Army Skill Levels 1, 2, or 3 within the 15-series MOS. This includes experience ranging from routine flight-line maintenance (Field Level) to complex component troubleshooting and structural repair (Intermediate/Sustainment Level).
ML 1: Can perform On-aircraft maintenance, quick fixes, inspections, and daily flight line operations.
ML 2: Can perform Off-aircraft maintenance, component repair, engine teardowns, and sheet metal work in a hangar environment.
ML 3: Can perform overhauls and structural rebuilds.
DRIVER'S LICENSE:
You must possess a valid driver's license.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future, but usually for a period of not more than five years.
Often used to backfill positions left vacant by employees entering Title 10 or Title 32 military orders with reemployment rights, or funding is received from another source. An employee with statutory reemployment rights (USERRA) is protected for five years.
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice when the position and/or employee's services are no longer needed.
The potential exists for non-competitive conversion to career-conditional or career appointment within the Excepted Service under the following conditions:
- Incumbent was appointed under open, competitive procedures to the indefinite position.
- Incumbent completes at least 1 year of current continuous service under an indefinite appointment.
- Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent.
- Outplacement program requirements have been met, and
- Similarly situated employees (in the same title, pay plan, series and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.
