THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION - INDEFINITE APPOINTMENT.

This National Guard position is for a AIRCRAFT MECHANIC (UH-72A), Position Description Number NGD2390000 and is part of the Guam State Army Aviation, National Guard.

Duties

This position is located in the Logistics function of an ARNG Army Aviation Support Facility (AASF). The purpose of this position is to act as an aircraft mechanic with responsibility for certifying airworthiness and managing the operational readiness of one or more aircraft, and proficiency training of supported aviation unit personnel. Responsibilities include detailed technical oversight of individual aircraft's level of mission capabilities and operational readiness IAW Federal Aviation Administration (FAA), Code of Federal Regulation (CFR) title 14 Part 43 rules governing the maintenance, preventive maintenance, rebuilding and alteration of aircraft having a U.S. airworthiness certificate as well as guidelines and projection of maintenance requirements per the UH-72A Program Office to maintain individual aircraft operational readiness, ensuring aircraft meet airworthiness compliance as stipulated within the Army's UH-72A Continued Airworthiness Maintenance Plan (CAMP).

1. Manages, monitors or performs overall maintenance within the CAMP and FAA framework, servicing, inspections and documentation for one or more highly technical, high performance UH-72A military aircraft. Performs work in complex conditions under time and/or mission constraints to include all weather and night operations. Trains, coordinates, and oversees the work of Non-Airframe and Powerplant (A&P) aircraft mechanics. Provides mentorship for those journey level workers pursuing A&P certification. Certifies completion of maintenance tasks of non A&P mechanics and certifies the work of journey level workers in other trades working on the assigned aircraft. Certifies aircraft as airworthy before being released for flight. Performs ground checks and assists functional check pilots with in flight functional check procedures. Performs damage assessments and repairs. Participates in mission preparation and recovery operations. Oversees installation of equipment for special missions. Expedites UH-72A aircraft operations to include concurrent servicing, refueling, and/or reconfiguration of equipment for changes in operational missions. Performs preflight, thru flight, and post-flight inspections and scheduled or unscheduled maintenance. Serves as the technical authority to identify and advise on requirements for airframe, mechanical, electrical/environmental, avionics, engine, and pneudraulic repairs on assigned aircraft.

2. Requests maintenance services exceeding AASF capabilities or time constraints. Controls and performs work assignments based upon priorities, workload availability of UH-72A parts, facilities, material and personnel. Coordinates with maintenance supervisor(s) and production control on maintenance requirements to aircraft that require adjustment to changes in operational requirements. Observes and inspects work performed by other UH-72A workers work to insure compliance with applicable technical publications, directives and local policy. Accomplishes operational tests of aircraft systems and components.

3. Maintains UH-72A aircraft under FAA and manufacturer guidelines and conducts inspections IAW Original Equipment Manufacturer (OEM) maintenance publications and special inspection criteria as outlines in FAA, OEM and Army maintenance and safety messages. These include requirements of Aviation Maintenance Action Messages (AMAM), Aviation Safety Action Messages (ASAM) and any other related FAA or Aircraft manufacturer requirement at Field Level maintenance. Required to utilize the Aircraft Notebook (ACN) to make daily entries of: flight data information and maintenance actions performed on the aircraft, parts ordering, and monthly Department of the Army Form 1352 reporting into the Logistics Support Activity and the UH-72A Lakota maintenance management system.

4. Plans, develops and conducts proficiency training during the technician work week to a multi-faceted workforce comprised of Full Time Support (FTS) and supported unit personnel. Sessions are designed to provide training in techniques of repair and maintenance of UH-72A aircraft and related equipment. Conducts and certifies proficiency of trainees for additional or increased responsibilities. Evaluates training by observation of performed tasks. Tracks and records tasks for A&P aircraft mechanics as needed for those A&Ps to meet the requirements of Federal Aviation Regulation (FAR)Part 65.81. Continuously assesses skill level and proficiency of assigned personnel.

5. Complies with safety, fire, security, environmental, and housekeeping regulations. Ensures material and equipment are properly and safely maintained and protected. Ensures current up to date compliance and conformity to all FAA and Original Equipment Manufacturer (OEM) regulatory requirements.

6. May participate in operational flights as a crewmember.

7. Performs other duties as assigned.

  • The incumbent must possess/obtain within 12 months of position selection, an A and P certificate issued by the FAA per CFR Title 14, part 65, subpart D.
  • The incumbent must possess or be eligible for award of the appropriate security clearance for this position.
  • The incumbent may be required to maintain NGB Non-Aviator Flying Status and qualified for Class III flying duties.
  • This position is subject to night and/or rotating Shifts.

GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.

AND

SPECIALIZED EXPERIENCE: Experience or training installing, adjusting, aligning, troubleshooting, and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and reassembly of crash damaged engines, transmissions, gearboxes, hydraulic components,
and fuel controls sufficient for the exhibit to be returned to its shipping container. In addition, position at this grade level may include performing duties as a dedicated crew chief. Position may include responsibility for performing, coordinating, and/or overseeing the work and any periodic inspections to be done on an aircraft whether it is alone, or with the assistance of other mechanics and/or workers. It may include coordinating the work of other journey-level workers in other trades to work simultaneously on the aircraft. Position may include serving as the technical authority to advise on, examine, and approve all airframe, mechanical, electrical, and pneudraulic repairs of assigned aircraft.

Technical skills that demonstrate expertise and authority in ensuring that complex UH-72A military aircraft are prepared to carry out the day-to-day training mission and operational requirements and has knowledge of the technical theory and operational characteristics, not only of UH-72A airframe, but also of mission systems peculiar to the unit aircraft and assigned mission.
2. Knowledge of the theory and operation of the aircraft systems to troubleshoot malfunctions and problems, and determine the extent of repairs and involvement of others in expediting the aircrafts return to airworthy status.
3. Skill and knowledge to resolve problems and devise solutions when aircraft are not at home station, or at a location where the full complement of support equipment, supplies, parts, tools and maintenance personnel are not available.
4. Knowledge that would demonstrate a thorough knowledge of the UH-72A aircraft systems and components in electrical, fuel, hydraulic, environmental and mechanical principles.
5. Ability to perform proper work sequence planning and review, and a thorough understanding of Aircraft Maintenance Manuals, Engine Maintenance Manuals, Component Maintenance Manuals and management operating procedures.
