THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION - PERMANENT.

This National Guard position is for a AIRCRAFT SURVIVAL FLIGHT EQUIPMENT REPAIRER, Position Description Number NGD1992000 and is part of the Guam State Army Aviation, National Guard.

Duties

This position is located in the Aviation Life Support function, ARNG Aviation Support Facility. Provides control, inspection and certification, testing, evaluation and maintenance or overhaul of Aviation Life Support Equipment (ALSE). Provides initial and continuation instruction in the following ALSE subject categories: environmental life support and protective subsystems, over water survival equipment, escape and descent life support subsystems, survival recovery life support subsystem, global survival, aircrew chemical decontamination procedures and aircrew chemical defense task qualification training. Documents and maintains records of ALSE crewmember training.

1. Inspects, tests, certifies, repairs, assembles and maintains ALSE to include aircraft/aircrew electronic communications equipment, and aircraft-oxygen related items, aircraft modular survival system, life preservers, helicopter emergency egress devices, first aid kits and microclimate cooling vests. Equipment also includes helmets and helmet-mounted devices such as: laser eye protection, nuclear flash-blindness goggles and night vision goggles; and heads up displays; survival kits and survival components to include radios, beacons, strobe lights, pyrotechnics and various other survival items. Issues, fits and adjusts ALSE. Schedules and maintains inspection and accountability documentation on ALSE and weapons. Inspects and maintains stock of medications necessary in survival vests, survival kits and first aid kits. Maintains documentation of all procedures conducted. Performs ALSE supply functions to include maintenance and records of Bench Stock/ Shop Stock, Prescribed Load Lists, Operational Load Lists, sensitive items and Class VIII supply items.

2. Instructs crewmembers in all categories of ALSE. Instructs aircrew and other personnel such as aircraft maintenance personnel, aircrew and non-aircrew members of other services and agencies in the care, use, theory of operation and capabilities of ALSE used in a variety of global environments. Instructs aircrew and other personnel in procedures and techniques for ground and air egress, hanging harness and personnel lowering devices, water ditching and water survival. Instructs survival techniques to include peacetime and combat scenarios; food and water procurement, land navigation, shelter building, fire-craft, search and rescue, escape, evasion and resistance, physiological and psychological aspects of survival; signaling devices such as radios, beacons, strobe lights, mirrors, handheld flare and gyro jet flares, time-on-target satellite signaling techniques. Administers practical and written evaluations. Develops charts, mock-ups and maintains training aids. May conduct passenger briefings.

3. Certifies initial and continuation training of aircrew and other personnel. Certifies ALSE requirements for all missions; ensures aircraft are properly configured with proper types and numbers of ALSE dependent on destination and mission being flown. Certifies by signature forms and equipment records to verify proper configuration and serviceability of aircraft installed equipment. Conducts FOT&E (Follow on Test and Evaluation) of ALSE to ensure flight safety and optimum performance standards. Makes suggestions and recommendations to change processes and procedures related to technical material governing equipment and practices. Forecasts, requisitions and stores life support equipment and supplies.

4. Complies with safety, fire, security, and housekeeping regulations. Ensures quarterly inspections by Commander, Aviation Safety Officer and Flight Surgeon. Ensures that material and equipment are properly stored, protected and maintained. Issues ALSE lockers to aircrew members.

5. Supervises, instructs, trains and certifies traditional Guard members on all facets of the aircrew life support career field; performs task evaluations and documents OJT records. Coordinates mobility and deployment requirements. Maintains publications such as regulations and other directives. Ensures publications are reviewed quarterly by Commander, ALSO, Standardization Pilot and Aviation Safety Officer.

6. Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. Ensures ALSE shop is prepared for Aviation Resource Management Survey inspections. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or serve as a team member on boards to cope with natural disasters or civil emergencies. May serve as a voting member of the aircraft accident mishap investigation boards, and prepares related reports.

7. Prepares Annual Budget analysis and projections for ALSE shop operations.

8. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

Military Grades: Enlisted E1 - E5

Compatible Military Assignments: 15P

GENERAL EXPERIENCE: Experience or training which demonstrates the applicant's knowledge of materials and equipment used in the line of work (helmets, torso harness assemblies, parachutes, survival equipment). Ability to understand written instructions and to use reference materials and manuals.

SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

1. Knowledge required to check and insure that components operate within specified tolerances and in the proper sequence with applicable guidance and modification instructions, overhauls, repairs and modifies equipment and components using test equipment such as multi-meters, micrometers, calipers, and electrical circuitry test consoles.
2. Ability to conduct visual inspections for obvious defects such as torn shoulder and lap harnesses; detailed visual and tactile inspections such as inspection of helmets for cracks and delaminations and to use sketches, electrical diagrams, technical specifications and engineering drawing in conjunction with standard pre-calculated formulas and shop mathematics.
3. Ability to plan work when detailed specifications are not available and take measurements for articles of various shapes and sizes and the knowledge of shop mathematics, including fractions, equations, and plane measurements, to make more difficult calculations such as computing dimensions and laying out circles, angles, curves, and irregular shapes.
4. Ability to draw individual patterns or alter or adjust standard patterns to fit special measurements and incorporate design features such as chemical warfare ensembles or aircrew and passenger oxygen equipment bags.
5. Ability to work with a wide variety of fabrics and materials which includes newly developed materials and a thorough knowledge of all types of fibers, blends, fabrics and finishes, including knowledge of performance and handling characteristics such as dimensional stability, abrasion resistance and heavy sensitivity, to select materials to meet particular needs. Ability to substitute material when the precise type or weight desired is not available.
