Duties

The primary purpose of this position is: To serve as the AMOG Commander's agent in duties associated with the command and control of all air operations, exercises, contingencies, and joint operations originating within or transiting Pope Army Airfield (PAAF). Furthermore, the purpose of this position is to serve as the overall Command Post Operations and Training Manager. Incumbent must ensure training curriculum mirrors dual MAJCOM directives and OI's and provide Operations for any of the three shifts encompassing all Command-and-Control operations to provide 24/7 coverage. Incumbent must also train and mentor less experienced controllers in the accomplishment of all tasks set forth herein.

  • Serves as an C2 flight Operations Manager, responsible for managing and directing operational activities of military and civilian personnel who perform duties pertinent to coordinating, directing, monitoring, and reporting mission movement during pre, in, and post flight phases to ensure successful mission accomplishment.
  • Represent the Commander, Command Post Chief, and Command Post Superintendent as a Command and Control Air Operations Training Manager. Responsible for managing and directing operational activities of military and civilian personnel who perform the development and implementation of C2 proficiency training and certification programs for CP controllers, aircrew, key staff members, reserve personnel, augmentees and others as designated.
  • Identifies and coordinates command post operational requirements with internal and external support agencies.
  • Performs support duties and functions.

  • The employee may be required to work other than normal duty hours, which can include evenings, weekends, and/or holidays.
  • Required to participate in Operational Readiness Exercises and Major Accident Response Exercises.
  • Must be able to communicate effectively in English, both orally and in writing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Transportation Operations Series, Administrative and Management Positions, 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; includes comprehensive knowledge of the of a wide range of air transportation and traffic management concepts, policies, principles, and methodology to identify, analyze and resolve air traffic embarkation/debarkation issues and problems; knowledge of organizational missions, objective, and procedures prominent in the DOD Transportation System and Command post functions; knowledge of U.S. Army Airborne Operations, Command Structure, and incident notification procedures; knowledge of Agency training standards, proper application of the Instructional System Development (ISD) process to ensure essential skills, knowledge and attitudes are used to develop the CP training program; broad knowledge of federal agencies practices and commercial procedures to manage efficient and effective command post operations that meets the customer's needs; knowledge of all Group support organizations and interrelationships among those agencies; knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization; knowledge of hazardous and/or explosive cargo movement procedures and compatibility as it relates to aircraft embarkation/debarkation; knowledge of transport aircraft and related maintenance and load characteristics; knowledge of and skill of using various automated operating systems; and knowledge of COMSEC, OPSEC, and information security as it applies to classified data.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the strategic airlift, tactical airlift and tanker operational flying mission and correlative functions pertaining to scheduling and flight operations of those missions. Knowledge of safety and security regulations, practices and procedures.
  2. Knowledge of U.S. Army Airborne Operations, Employment Methodologies, Command Structure and incident notification procedures. Knowledge of NIMS, federal and civilian disaster response agencies and their capabilities and relationships governing the military.
  3. Knowledge of and ability to work with, manipulate and troubleshoot required CP databases and information systems, such as GDSS, C2IMERA, Matter Most, and ATHOC.
  4. Skill in using computers to communicate and in using a variety of software to include flight planning and mission tracking software, as well as Microsoft Office (Word, PowerPoint, Excel, Access, and Outlook) to produce analysis/reports/briefings. Skill in operating a variety of communications systems to include Digital voice phone switch operations, UHF/VHF/FM radios, LMRs and GIANT VOICE.
  5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and prioritize work in high stress, rapid response situations and multi-task several different events/situations simultaneously.
  6. Ability to read, comprehend, analyze and interpret communications such as operational plans, tasking messages, execution orders, emergency action plans and fragmentary orders and to convey them succinctly to others. Ability to collect and organize data and to communicate effectively, accurately and specifically, both orally and in written format.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
