A AIRFIELD OPS SPECIALIST, GS-2150-9,
1. Incumbent processes flight plans, conducting necessary research and/or queries in the coordination of scheduled flights. Conducts briefings to communicate information required by aviators, including status of navigational aids (NAVAIDs), Notices to Airmen (NOTAMs), weather information, bird and wildlife conditions, alerts and advisories, airfield/runway conditions and closures, construction hazards, closed areas, and other pertinent known traffic and airfield conditions. Utilizes military flight data telecommunications system to receive and transmit flight information between worldwide U.S. military base operations, Federal Aviation Administration (FAA), FSS and International Civil Aviation Organization (ICAO). Monitors radio navigational aids, maintains flight plan information for all aircraft movement, consisting of inbound, outbound, and local flights. Receives inbound information and forwards to air traffic control and other personnel, as necessary. Provides detailed assistance to student pilots and pilots of private, foreign, and contract aircraft in planning route of flight, preparation of flight plans/flight computations, and obtaining a clearance to fly in controlled airspace. Recommends alternate routes or other flight plan changes, as required. Provides aircrew advisory services, as well as pilot-to-dispatch advisory service through UHF, VHF, and FM radios. Initiates overdue aircraft actions. Initiates overdue aircraft actions. Activates airfield emergency response notification systems for aircraft incidents, accidents, weather warnings, and other emergencies. Relays airfield command and control information. Arranges for air or ground ambulance, fire trucks, rescue personnel, and other assistance, as required. Acts as crash control until relieved by higher authority. Directs and coordinates anti-hijack and anti-theft actions on the airfield. Initiates actions to meet any special requirements for arriving flights and flights carrying dignitaries require notification of certain organizations and individuals (Approx. 30%)
2. Assists the Airfield Operations Officer in the research and evaluation of airfield data, specific to airfield facilities, construction plans for the airfield, and changes/modifications- to airfield construction projects and/or priority adjustments. Compiles data and conducts analysis to facilitate and continually improve airfield operations, to include information and management channels, programs, and devices. Coordinates with community activities and tenant units to resolve conflicts or issues that surface. Assists in the review of reports, airfield policies, and aviation operations, alerting the Airfield Operations Officer to inconsistencies and potential airfield operational issues. (Approx. 25%)
3. Participates in the scheduling of airfield activities with tenant and transient unit commands, requiring use of the airfield. Processes and approves/disapproves prior permission requirements (PPR), civil aircraft landing permits (CALPs), and Army aircraft landing authorization numbers (AALAN). As required, determines minimum liability insurance requirements and determines mission validity. Coordinates for Customs, Immigration, Homeland Security, and other inspections. Arranges appropriate priority for distinguished visitors (DV), passenger and crew transportation, and special security requirements for airfield arrivals and departures. Coordinates aircraft parking, hangering, passenger pick-up and delivery, and after-hours passenger manifesting. Provides publications and navigational charts, regulations and blank forms for aircrew use. Posts and maintains flight information publications (FLIPs), used for flight planning purposes, and ensures that such publications are current. Utilizes automated systems to originate, transmit, file, and maintain NOTAMS, with respect to the operation of the facility; maintains file of all other NOTAMS received and originated by other facilities. Posts special airfield notices in flight planning areas to ensure that aviators are aware of all local hazards. Maintains an adequate supply of flight plans, manifests, standard instrument departure forms, flight planning cards, etc. (Approx. 25%)
4. Performs daily airfield inspections/checks for conditions, physical security, and force protection to ensure a safe airfield environment. Conducts inspections of runways, taxiways, aprons for discrepancies, foreign object debris, runway safety/clear zone violations, runway incursions, flightline driving program compliance, runway surface conditions, security, bird/wildlife hazards, construction activities, pavement conditions, and other items that pose a significant adverse effect to safe aircraft operations. Documents inspection findings and notifies appropriate agencies to resolve hazards or issues. (20%)

- Irregular and overtime hours may be required to support operational requirements or contingencies.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- Rotating Shifts: Airfield operating hours range from 16-24 hours per day, 5-7 days per week. All non-supervisory positions work rotating shift work in order to support published operational hours as well as occasional operations outside operating hours.
- Mission Essential: (not 'emergency' essential) - positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Positions are operationally essential to aviation operations at the assigned airfield. Positions are typically exempt from government shutdown and may be exempt from weather release or other closures as determined by the installation commander (in a nutshell, if aviation operations continue, the airfield should remain open).

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-09 - 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
Education
EDUCATION:
If qualifying based on education, master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position

Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan:
- Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
- Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
- Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
- Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
- Area 5: U.S. Citizens (to include current ARNG and ANG members.)
Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
- Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position.
