Summary

THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)

This position is part of the IN 181st Intelligence Wing, Indiana National Guard under Position Description Number PD#T5302P02.

*Area 1 - All On-Board T5 NG employees within the INNG (Any Tenure). *Area 2 - All T32 Excepted Technicians within the INNG (Any Tenure). *Area 3 - Current AGR, Army M-Day, and Air DSG within the INNG. *Area 4 - All current Federal Employees (from any agency).

Duties

  • Responsible for the overall management, control and execution of the ANG family readiness and support programs.
  • Develops plans for an efficient resource management program and maximum support of service delivery to include resource center (discovery center), equipment, funding, tracking, and computerized systems – AFFIRST, etc.
  • Identifies service member and family issues that require exploration, development, and resolutions, and determines appropriate methods and resources.
  • Develops and prepares a variety of correspondence and other documentation i.e. formal letters, position papers, reports, briefings, charts, bullet background papers, etc.
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Performs other duties as assigned.

  • May be required to successfully complete a probationary period.
  • The employee will be required to take a drug test.
  • Participation in direct deposit is mandatory.
  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

Qualifications

GENERAL EXPERIENCE:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

1 year of which was equivalent to at least GS-4, that demonstrates the ability to:

  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.



SPECIALIZED EXPERIENCE:At least 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.

Education

You may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.

To qualify on education alone must have one of the following:

3 full years of progressively higher level graduate education leading to such a degree
