Summary

This is a National Guard Title 5 Excepted Service Position.

This is an Indefinite GS-0301-09 AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), Position Description Number T5303P02 and is part of the MO 131st Bomb Wing. This is a bargaining position.

Duties

  • Serves as the family readiness and support services representative at an ANG Wing.
  • Identifies Wing family needs and concerns and presents appropriate plans, and recommendations to facilitate family readiness and support decisions.
  • Ensures all recommendations are in accordance with applicable guidelines, policies, and regulations.
  • Provides plans for an efficient resource management program and maximum support of service delivery to include resource center (discovery center), equipment, funding, tracking, and computerized systems - AFFIRST, etc.
  • Analyzes Wing/GSU family readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages.
  • Provides advice and assistance to accommodate family needs during full or partial unit mobilizations and to alleviate concern of unit members about family welfare in the event of mobilization.
  • Analyzes ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication or conflict and to ensure effective goals and objectives are accomplished.
  • Identifies service member and family issues that require exploration, development, and resolutions, and determines appropriate methods and resources.
  • Uses formal and informal needs assessment to ensure long term proactive/reactive programs are available.
  • Mandated to use AFFIRST to report all metrics to include volunteer coordination, training, and documenting volunteer hours.
  • Coordinates information for seminars, conferences, and orientation workshops as appropriate for family members and volunteers.
  • Provides a quarterly report on expenditures to the Wing MSF Commander/DP and forwards to SFPD after the end of each quarter, as directed.
  • Develops flyers for all unit related family events and maintains the unit family website.
  • Performs other duties as assigned.

  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • Indefinite employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Individuals convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

Qualifications

GENERAL EXPERIENCE: Must possesses experience, education or training that provided a general knowledge of principles of organization, management and administration; the ability to compile reports and memoranda; ability to provide technical guidance and assistance in the type of work; and experience using computer and automation systems.

GS-09 SPECIALIZED EXPERIENCE:Must possess one year of specialized experience equivalent to at least the GS-08 grade level or equivalent that provided knowledge of principles, policies, program goals and methodology of the National Guard quality of life programs; ability to provide briefings and orientations; ability to collect, evaluate and disseminate information and assess strengths, weaknesses, and needs of serviced populations; and the ability to communicate effectively orally and in writing.

Education

SUBSTITUTION FOR SPECIALIZED EXPERIENCE: Must possess a master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree.
