Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

  1. Conducts training for the upgrade of unqualified active duty and/or Reserve aircrew members and proficiency training for qualified Active Duty, Reservists and Air Reserve Technician (ART) personnel.
  2. Explains and demonstrates the proper method of executing assigned duties and is responsible for the student's safe execution of those duties.
  3. Analyzes and interprets unit training objectives, developing training program and training other aircrew such that the highest level of combat mission-ready proficiency of assigned crewmembers is maintained.
  4. Flies as an aircrew member in unit aircraft in support of the unit mission as required.
  5. Represents the unit by participating in discussions, meetings or serves on panels or committees.

  • Incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position.
  • Retired military are usually ineligible for membership in the Air Force Reserve. Retired military personnel who have active Air Force Reserve assignments may apply provided they show assignment (position and unit) on their application.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • The incumbent may be required to fly in commercial and/or military aircraft for performance of TDY away from normal duty station.
  • The incumbent may be required to work overtime to meet workload demands.
  • To meet special or essential unscheduled activities, incumbent may be required to work an uncommon tour of duty with brief advance notice.

Qualifications

Flying Hours Required:
Airplane Pilot, GS-13
Must have been awarded or qualify for a USAF Pilot rating and hold a valid aviation service aeronautical order. Minimum of 1,200 total Military Flight Time and Instructor qualified in unit Mission Design Series (MDS).

CERTIFICATION: Must have been awarded or qualify for a Pilot or Navigator or Combat Systems Officer rating and hold a valid aviation service aeronautical order, be Instructor qualified in unit Mission Design Series (MDS), and have actively flown military aircraft within the past eight (8) years. NOTE:You must submit an AFTAR 209 or any official flying hour report and any official document that shows date received aviation service aeronautical order before your entrance on duty date. FAILURE TO DO SO WILL RESULT IN AN INELIGBILE RATING.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of and skill in the application of rated aviator expertise, as a pilot.
2. Knowledge of and ability to formulate plans and courses pertaining to flying operations and unit flying training activities and knowledge of flying operations and the unit mission.
3. Knowledge of the capabilities, limitations, and techniques for employment of unit-assigned aircraft.
4. Knowledge of the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations.
5. Ability to resolve complex issues and maintain good working relations.
6. Ability to communicate effectively both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.

This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in AFI 36-507.

Periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required by the position.

Aircrew and management duties include stress (both mental and physical), exposures to extreme hot and cold temperatures, gravity forces three in non-fighters and seven in fighters, and short notification for accomplishment of immediate action items directed by unit supervisors/higher headquarters that must be completed before the duty day ends.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

ENVIRONMENTAL FACTORS:
The incumbent performs administrative work related to flight instruction and as required, flies as an instructor/evaluator in unit aircraft. This work may expose the incumbent to gravity forces of three to seven depending on the aircraft to which assigned as well as the typical risks or discomforts involved in flying any aircraft through combat maneuvers, night aerial refueling, low level flying and other tactics.

How You Will Be Evaluated

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
