- Incumbent is subject to work other than normal duty hours, which may change daily due to operational and training requirements, and is subject to after duty hours recall based on operational situations.
- Office portion of work is in a field support setting or traditional office settings in a windowless vault/secure facility with artificial lighting, air conditioning, and heating.
- Incumbent should have a minimum of 4,000 total flight hours with 1,000 hours of multiengine time.
- Incumbent must be prepared to travel on short notice to OCONUS locations.
- Must have a thorough knowledge of FAR Part 61, 91, 121, 125 and 135.
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Individual Occupational Requirements
Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.
Certification: Candidates must possess a current Commercial Pilot Certificate or the appropriate military rating; both meet the intent of the requirement. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Positions that require flying or instructing in flying both airplanes and helicopters require a rating in both categories. Only those ratings necessary to perform the work are required.
Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate.
Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recency of flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility.
Requirements: Total of at least 1500 Total Flight Hours; 250 Pilot-In-Command Hours; 75 Night Flying Hours; 100 Flying Hours in the past 12 months. 500 Multi-engine Airplane, 500 heavy Helicopter, 75 Instrument and 500 Instructor Time. Instructor time is related to the nature of the instruction work and the category of aircraft operated (i.e., airplane or helicopter) of the position to be filled. NOTE: You must submit proof of Flight Hours.
AND
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: Current Commercial Pilot Certificate or the appropriate military rating. Additionally, FAA Flight Instructor Certificate or the military equivalent rating. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or log books showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate AND at least 17500 Total Flight Hours; 1150 Pilot-In-Command Hours; 75 Night Flying Hours; 500 flight hours of Instructor time and at least 100 Flying Hours in the past 12 months AND, Instructor time was related to the nature of the instruction work and the category of aircraft operated (i.e., airplane or helicopter) of the position to be filled. NOTE: You must submit proof of Flight Hours.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of advanced flight operations, procedures and maneuvers to ensure operational success and security of the special access program while conducting training or operational missions; knowledge of the practices, policies and procedures pertaining to the functions and administrative activities of contract administration.
- Knowledge of developing and implementing policies, standards, and procedures for the management of all aspects of aircraft and flight operations to ensure resources and program are properly protected; must have knowledge of all aspects of intelligence procedures, signature reduction plans and operational security for worldwide air mission requirements, including fixed-wing, ground refueling and navigation for sensitive air asset employment operations.
- Thorough knowledge of USAF, Federal Aviation Administration, Federal Acquisition regulations, and International Civil Aviation Organization regulations, terminology, and procedures, to include air traffic control procedures applicable in foreign countries. Incumbent must analyze, evaluate and interpret current regulatory requirements and changes to ensure unit is compliant with aforementioned guidance. operational directives, methodologies, and objectives sufficient to implement Risk Management/Risk Mitigation procedures relating to flight and ground operations.
- Expert knowledge of Air Force and civilian occupational safety policies and requirements to include health and flying safety principles, practices, regulations, operational directives, methodologies, and objectives sufficient to implement Risk Management/Risk Mitigation procedures relating to special operations flight and ground operations.
- Ability to lead, coach, mentor, and challenge others; ability to adapt leadership style to a variety of situations, and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. The position requires solid understanding of military, civilian and foreign mishap investigation processes and pre-mishap planning.
- Ability to plan, direct, coordinate, research, gather data, assemble and analyze facts, draw conclusions, organize ideas, work with others at various levels of command, and supervise working groups in order to devise solutions to problems and accept and implement recommendations; ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships. Leadership ability, including the ability to coach, mentor, and challenge others, ability to adapt leadership style to a variety of situations, and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
CONDITIONS OF EMPLOYMENT CONTINUED:
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive information to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Incumbent must possess an FAA Airline Transport Pilot (ATP), Airplane Multi-Engine Land rating; Certified Flight Instructor (CFI) Airplane Multiengine (MEI) and Instrument Airplane (CFII) rating or prior U.S. military instructor pilot; and current FAA First Class Medical Certificate.
- Position requires occasional temporary duty travel (CONUS and OCONUS), utilizing any or all modes of commercial and military transportation. Requires possessing and maintaining valid State Driver's License to enable operation of government and privately owned vehicles.
