Duties
1. Administers combat flight training to military aircrews. Instructs and evaluates pilots through a broad training spectrum, in addition to performing pilot duties.
a. Initial Qualification Training (IQT): Training to qualify the aircrew in basic aircraft flying duties without specific regard to a unit operational mission. It is the minimum training requirement for Basic Aircraft Qualification (BAQ). Elements of instruction include: Basic and Advanced Handling Characteristics (throughout the full spectrum of the flight envelope), Instrument Flight, Instrument and Visual Traffic Patterns, Airborne Emergency Procedures and Patterns, Line of Sight (LOS C-Band) Fundamentals, KU Band Datalink Fundamentals, and Lost Link Logic/Profiles.
b. Mission Qualification Training (MQT): Training required to achieve a basic level of competence in the unit's primary tasked missions. This training is a prerequisite for Basic Mission Capable (BMC) and Combat Mission Ready (CMR) status. Elements of instruction include, but are not limited to: Precision Strike; Close Air Support (CAS); Intelligence, Surveillance, and Reconnaissance (ISR); Combat Search and Rescue (CSAR); Time Sensitive Targeting (TST); Armed Escort; and Killer Scout.
c. Continuation Training (CT): Training to maintain proficiency and improve aircrew capabilities to perform unit missions and aircrew proficiency sorties not flown in formal syllabus missions, tests, or evaluations. It is applicable to CMR and BMC aircrew. CT is directed by the units' specific Ready Aircrew Program (RAP) tasking which is received from the Major Command (MAJCOM). CT is measured in number and types of sorties and events accomplished. All types of training mentioned in this section pertain to Readiness Aircrew Program (RAP) tasked training.
d. Upgrade Training (UG): Training which is syllabus directed to qualify the aircrew in positions beyond that of the entry level. Elements of "Upgrade Training" include, but are not limited to: Instructor Pilot (IP), Flight Examiner (FE), Launch and Recovery Element (LRE) pilot, Mission Commander, and Functional Check Flight (FCF) pilot upgrades.
e. Special Capability Training: Training which is designed for specific missions and/or special equipment types. Elements of "Special Capability" instruction include (but are not limited to): Forward Air Controller-Airborne (FAC-A), Multi-Aircraft Control (MAC), and Multi-Ship/Formation Operations.
2. Assesses instructors, CMR and BMC pilots, CMR and BMC Sensor Operators (SOs), and Mission Coordinators (MCs) both assigned and attached to the unit. Assesses newly acquired pilots, SOs, and MCs to determine capabilities/proficiency in the RPA, and train them to effectively employ in a combat mission. Plans, develops, and presents comprehensive academic courses of instruction for both ground and flight training to assist aircrew in maintaining Mission Ready (MR) status. Performs as instructor, and/or flight examiner for ground training which consists of classroom academics and/or aircrew training device (ATD) (simulator) training. Performs as an IP, and/or FE to continually examine rated aircrew to assure training standards are met in the following areas: mission planning, briefing, ground operations, takeoff and landings, in-flight control, cockpit resource management, mission execution, and debriefing. Ensures RPA aircrew gain and maintain the skills necessary to deploy and conduct worldwide operations that provide direct combat support to Combatant Commanders (COCOMs) to include all previously listed mission sets. Develops, validates, and instructs new Tactics, Techniques, and Procedures (TTPs), and trains all aircrew on new and emerging combat capabilities of the RPA. Determines progress and proficiency levels of all aircrew; provides re-qualification evaluations and directs/provides specialized remedial or additional training as necessary. Evaluates formal training directives, and develops/recommends course changes, new material, new training systems and methods.
3. Projects unit training requirements and prepares required training records. Utilizes all available training aids to instruct airplane aerodynamics, aircraft systems, emergency procedures, and specific crew duties. Ensures that all applicable directives, instructions, and technical orders applicable to the aircraft and mission are current and adhered to. Reviews, analyzes, and disseminates accident reports, flying safety publications, and special interest items.
4. Maintains a thorough knowledge of airplane systems and procedures under normal, instrument, and emergency conditions. Flight will be conducted in both day and night missions in visual and instrument conditions. Maintains current knowledge of the theory of flight, air navigations, meteorology, flying directives, aircraft operating procedures and mission tactics.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications
GENERAL EXPERIENCE:
An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.
SPECIALIZED EXPERIENCE:
Must have working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, Air National Guard Wing/ Operations Group. Qualification competencies are determined by three factors in combination: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the skill qualifications for RPA positions require experiences in general piloting activities such as, launch and recovery, surveillance, surface attack, full scale weapons employment, mortar to arm escort, killer scout, target illumination, laser targeting, functional flight tests, or flight testing. Experienced with National Guard unmanned aircraft where the pilot issued flight control commands directly to the aircraft via "stick and rudder" as opposed to those where the operator inputs flight and navigational commands into a flight control system which determines the appropriate "piloting" actions. Experienced in mission tasking, intelligence reports, and weather information. Experienced in mission planning, mission preparation, filing flight plans, and conducting crew briefings. Experienced in RPA work during combat or non-combat training missions. Experienced in non- combat missions, such as intelligence gathering, surveillance and reconnaissance; or search and rescue missions. Experienced in conducting typical non-combat missions to support local, state, and federal agencies following natural disasters; or, have other experiences in contingency operations or patrolling the Nation's borders. Experienced in piloting missions that involved tracking people or vehicles at low altitudes for several miles across a variety of terrains. Experienced in developing plans and policies, monitoring operations, or advising commanders. Experienced in basic techniques of the RPA Line-of-Sight and instrument techniques at low altitudes and speeds over unfavorable terrain from confined or isolated areas during daytime or nighttime conditions. Experienced with Advanced Instrument Procedures flying day or night missions while utilizing RPA targeting systems and sensors, to include using infra-red, electro- optical, low-light TV, or fusion. Experienced in instrument flying techniques where visual capabilities were restricted to the on-board camera field of view. Experienced in applying lost- link emergency procedures. Experienced in operating and updating Emergency Mission tactics to ensure aircraft terrain clearances; minimizing unintended flights over local populations; or, conforming to local airfield and airspace procedures. Experienced in programming code/logic into the aircraft that directs its flight controls when the links between the pilot and the aircraft are lost during flight. Experienced in the Federal Aviation Administration regulations and Concept of Operation Agreements when flying in the National Airspace System to minimize risk to manned aircraft when the operational links are lost with the RPA. Experienced with the aviation unit quality control management programs; and, unit flying, explosive, and ground safety programs in accordance with Department of the Air Force, National Guard Bureau, Air National Guard, and Occupational Safety and Health Administration directives. Experienced with directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experienced in coordinating with appropriate agencies, to ensure compliance with all applicable safety regulations and programs. Experienced with flight testing, maintenance testing, and Operational Test and Evaluation for existing or emerging RPA operating systems. Experienced with techniques used to determine RPA air-worthiness and evaluating mechanical deficiencies. Experienced in reading and interpreting reports that discuss the RPA suitability, functions, and general practicability of the aircraft and its components or systems. Competent in planning, scheduling, and conducting flights through Federal Aviation Administration controlled national airspace. Experienced in working within operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army or United States Air Force, and gaining commands.
DESIRED EXPERIENCE:
Flight Commander or Director of Staff experience is highly desired.

5. CMR status as an RPA pilot. Responsible for mission planning and preflight briefings that include: intelligence briefings, weather briefings, mission objectives, and other agency coordination to ensure safe flight procedures and effective mission accomplishment. Conducts comprehensive debrief of mission (to include video tape review and digital flight debriefing media) to ensure that the mission objectives were achieved and training rules/Theater Special Instructions (SPINS) were followed. Monitors physical capability, mental attitudes, and individual problems of all aircrew (pilots, SOs, MCs) that may adversely affect an individual's performance.
6. Serves as the Air Operations Officer's (AOO) representative when performing duties as: Operations Supervisor (OPSUP), Supervisor of Flying (SOF), or Mission Commander (MCC); and is responsible for the safe and efficient mission accomplishment through the use of Operational Risk Management (ORM). The OPSUP/SOF/MCC has the authority to cancel flying activities, divert aircraft, dictate mission requirements, approve specific activities, coordinate for airport or airspace utilization with FAA, and direct emergency actions involving unit support agencies.
7. Incumbent may perform work in any of the following Air Operations program support functional areas:
a. Standardization/Evaluation: Plans, organizes, and directs the Standardization and Evaluation program. Prepares and administers written ground examinations, emergency procedures evaluations, and both scheduled and no-notice flight evaluations of other FEs, IPs, and aircrew. Establishes aircrew performance standards in accordance with Headquarters Air Force (HAF), Numbered Air Force (NAF), and ANG directives. Reviews flight publications and directives for accuracy and currency. Analyzes evaluation downgrades and identifies trends, recommends corrective action to the AOO. Evaluated by Higher Headquarters (HHQ) Standardization and Evaluation inspectors on a periodic basis.
b. Weapons and Tactics: Instructs all aircrew on current TTPs and employment techniques for the RPA. Evaluates proficiency and competency of aircrew and works closely with the training officer to ensure execution of the unit training plan. Works closely with the Intelligence Supervisor to review, define, and update current threats and countermeasures; prepares and conducts academic training in conjunction with existing threats. Establishes scenarios for aircrew training utilizing improved tactics for aircrew upgrade and continuation training. Evaluates new TTPs and weapons employment procedures. Responsible for the mission planning function and manages the System Support Representative (SSR).
c. Training: Establishes detailed scenarios to provide realistic and effective aircrew training. Establishes and executes unit's comprehensive annual training plan to ensure accomplishment of all required aircrew training. Analyzes post-mission debriefing to ensure accomplishment of assigned training events. Establishes and maintains unit's formal training syllabus. Plans, coordinates, and manages unit upgrade programs for new mission capability requirements. Monitors all aircrew upgrade programs while maintaining individual gradebooks on each aircrew member. Schedules and coordinates formal schools, simulator training, and ground and ancillary training.
d. Scheduling: Develops and executes the unit's flying schedule and flying hour program using inputs from the AOO and Maintenance Group. Coordinates annual, monthly, and daily operational requirements with the Maintenance Group, Federal Aviation Administration (FAA), and other supporting agencies. Ensures availability of unit resources to ensure operational training requirements are met. Ensures the safe interoperability of UAV's and manned aircraft.
e. Plans: Develops unit specific plans to implement both combat and non-combat taskings. Maintains detailed wartime and peacetime contingency plans and supplements for unit mobility, deployment, strange field operations/ employment, and redeployment. Coordinates with MAJCOMs, National Guard Bureau (NGB), and appropriate COCOM headquarters.
f. Safety: Develops and executes unit flying, explosive, and ground safety programs in accordance with MAJCOM, NGB, and Occupational Safety and Health Administration (OSHA) directives. Reviews directives, regulations, accident reports, safety data, and local operating conditions to determine requirements for unit safety programs. Inspects base facilities, reviews flying operations, and coordinates with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Investigates accidents/incidents, determines human causes, and recommends corrective action. Coordinates with all supervisors and unit personnel concerning safety standards within individual functional areas. Performs technical analyses of safety data and recommends procedures and guidelines to ensure safe operations of all units flying and ground activities. Advises Air Commander on status of unit safety programs. The source of first level supervision is the Air Commander.
8. Performs other duties as assigned.
