Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for an AMMUNITION INSPECTOR, Position Description Number PDD2281000 and is part of the WY United States Property and Fiscal Office, Wyoming Army National Guard.

This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Duties

This position is located in the United States Property & Fiscal Office (USPFO) Supply & Services Division, Ammunition Supply Point (ASP). This is an Army National Guard (ARNG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose is to perform the handling, storage, examining, transporting, and identifying of ammunition and explosives to detect defects, serviceability, deterioration, and compliance with all ammunition and explosives regulations, acceptable standards, specifications, or contractual requirements, as well as policy and procedures.

(1) Conducts pre-issue inspection of ammunition items prior to issue.
(2) Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations.
(3) Responsible for the requirements of all ammunition management documentation.
(4) Assists in the National Level Ammunition Capability (NLAC) resupply and excess management process as required.
(5) General knowledge of ammunition processes, regulations, and inspection requirements.

CONDITIONS OF EMPLOYMENT & NOTES:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

1. Must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives) and must pass a local and national law enforcement files check.
2. Must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board. Must complete a Training and Certification Program for personnel working in ammunition operations.
3. Position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.
4. Must be certified in Hazardous Waste Site Personnel (29 CFR1910.120).

AREAS OF CONSIDERATION:

Area 2: Permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: Current Drill Status Airmen and M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK:
Work in the WG-6501 series may include occupations involved in the manufacturing, assembling, disassembling, renovating, loading, deactivating, modifying, destroying, testing, handling, placing, and discharging of ammunition, propellants, chemicals and toxic materials, and other conventional and special munitions and explosives. Work may involve detection, identification, evaluation, rendering safe recovery, and disposal of explosive items which are hazardous to operations, facilities, or personnel.

MINIMUM REQUIREMENTS:
Must possess experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards.

SPECIALIZED EXPERIENCE:
For WG-07: Must possess experience or training with provided the primary skills and knowledge necessary to recommend serviceability and detect hazardous or nonstandard conditions of ammunition and explosive items by visual examination or by use of test equipment. Technical knowledge of a variety of ammunition. Must be able to read, understand and research technical drawings, specifications, data sheets, serviceability standards, and technical manuals for ammunition and explosive items. Must have knowledge of regulations and standards for safety in receiving, shipping, storing, and handling of ammunition and explosives. Knowledge of inspection criteria related to commercial and military vehicles for unsafe mechanical conditions prior to loading with ammunition and explosives. Knowledge of environmental rules and regulations to ensure the Ammunition Supply Point has no infractions. Ability to operate motor vehicles and forklifts for loading/unloading, transportation, and storage of Ammunition and Explosive materials.

For WG-09: Must possess experience or training which demonstrates knowledge of various codes of federal regulations (i.e., Department of Transportation and Occupational Safety and Health Association). Ability to respond to unforeseen or emergency situations and be able to make immediate responses to emergency situations, determine the correct course of action to mitigate the problem. Knowledge of ammunition/explosives technical references, procedures and policies, materials handling equipment, and lifting gear, rail, and truck characteristics/capabilities. Ability to interpret and apply load drawings technical inspections procedures, publications, specifications, and technical drawings pertaining to ammunition/explosives. Ability to research, interpret and apply all technical information necessary to inspect each specific ammunition and explosive item, component, and specialized packing material. Ability to read and comprehend technical orders, technical manuals, schematics, blueprints, and drawings, as well as communicate orally and in writing to brief and provide training. Knowledge of the safety precautions and procedures necessary to be taken with the variety of ammunition and explosives worked on. Knowledge of detonation and burning methods and procedures for the destruction of ammunition and explosives. Knowledge of product specifications, standards, and associated requirements for preservation, packing, shipping, and storage to ensure product quality, safety, and protection of the environment. Ability to recognize the various munitions and explosives to apply the proper procedure for inspecting. Ability to recognize weather and other conditions that affect explosive operations and to select the alternate procedures necessary under such conditions. Knowledge of operating procedures and safety regulations and procedures applicable to firing range activities. Skill in the operation of the full variety of machines and tools in operations. Skill in the maintenance and minor repair of machines, tools, and equipment used in ammunition maintenance.
