Summary
This position is part of the CFMO Training Center Command, located in Camp Bowie, Brownwood, Texas. The primary purpose of this position is to perform the handling, storage, examining, transporting, and identifying of ammunition and explosives to detect defects, serviceability, deterioration, and compliance with all ammunition and explosives regulations, acceptable standards, specifications, or contractual requirements, as well as policy and procedures.

Duties
As a AMMUNITION INSPECTOR (TITLE 32) with the Texas Army National Guard, your duties will include, but will not be limited to:
- Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of Ammunition and Explosives (A&E). Advises using units on the proper procedures for completion of documentation for issue and turn-in of ammunition and residue. Performs receipt inspections on all ammunition and components turned in by using units. Assists in the inspection and classification of ammunition throughout the state. Provides input regarding causes of ammunition un-serviceability and takes appropriate action when ammunition deterioration is found to be other than "fair wear and tear". Inspects small arms ammunition to ensure segregation of ball and blank ammunition. Supports inspections on all A&E residue returned to the ammunition residue yard. Certifies ammunition residue as explosive free. Initiates documentation for disposition of residue. Enforces safety regulations and is familiar with information regarding safety considerations. Possesses knowledge of the safe methods of performing different types of ammunition and explosive operations, (demilitarization, renovations, shipping, receiving, testing, inspection and storage).
- Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Conducts visual, mechanical, functional, static or dimensional tests as required. Uses and maintains test equipment including calibration equipment. Sets up and operates specialized Ammunition Peculiar Equipment (APE). Validates material to assure compatibility of explosive items. Spot checks ammunition accountability, and stock accounting procedures. Participates in required quarterly inventories. Conducts causative research by identifying material with lost identifications or found on post through verification inspection. Researches through data bases to identify lots and dates of arrival. Conducts compliance inspections on units at an Ammunition Holding Area (AHA), individual unit field AHAs and at unit locations if required. Monitors ammunition and explosive related operations at firing sites and demilitarization areas for adherence to regulations and procedures concerning explosives, compatibility, quantity distance, explosive and personnel limits, transportation and utilization of protective equipment. Inspects ammunition and components using appropriate Ammunition Surveillance Procedures. Performs Assists inspections of ammunition storage structures to assure safe storage, compatibility, explosive limits, identify structural deterioration and inventory and security practices.
- Responsible for the requirements of all ammunition management documentation. Researches, analyzes, and completes the proper and required documentation of ammunition transfer records, surveillance records, ammunition condition reports, quality deficiency reports, magazine data cards and numerous other documentation, and/or reports. Initiates and maintains inspection reports, publications, and files. Verifies all services' suspension and restriction notices. Records inspection results to the Depot Surveillance Record (DSR) in the Munitions History Program (MHP). Assists in gathering information for the preliminary malfunction report noting all facts pertinent to this malfunction. Confers with Quality Assurance Specialist Ammunition Surveillance (QASAS), Ammunition Officer, or other experts to arrive at probable cause for the malfunction and makes recommendation on suspense action. Exhibits an in-depth knowledge of ammunition administrative procedures as outlined in Department of the Army (DA) regulations, pamphlets, and other applicable regulations. Researches and analyzes, maintain, technical manuals, drawings, and specifications to ensure assigned procedures are applicable to specific items. Participates in the development, revision and/or update of SOPs, as required.
- Assists in the National Level Ammunition Capability (NLAC) resupply and excess management process as required. Receives shipments of all types of ammunition. Inspects conveyances carrying incoming/outgoing ammunition for damage, proper lot numbers, compatibility of contents, and compliance with directives and regulations. Performs damage-in-transit inspection.
- General knowledge of ammunition processes, regulations, and inspection requirements. Develops technical expertise through schooling, technical publications and personal experience of ammunition processes, regulations and inspection requirements. Assists with inspections and audits. Knowledge of basic computer programs. Ability to utilize computer skills in the research of munitions.
- Performs other duties as assigned.
Conditions of Employment
Appointment Factor(s): This is a Title 32 Excepted Service position that requires active membership in a military assignment in the Texas National Guard and wear of the military uniform.
Areas of Consideration: In-State/TX. This includes:
- All currently employed T32/T5 full-time permanent, indefinite and temporary personnel of the Texas Army/Air National Guard, and
- All current members of the Texas Army/Air National Guard.

Remarks:
- This is an Indefinite position, which may convert to Permanent at a future date without requiring further competition. On-Board employees will be offered a temporary promotion not to exceed 1 year, extendable up to two years total, which may convert to Permanent at a future date, or choose to convert to Indefinite, which may convert to Permanent at a future date.
- Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives) and must pass a local and national law enforcement files check.
- Incumbent must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board. Must complete a Training and Certification Program for personnel working in ammunition operations.
- Incumbent must possess and maintain a current state driver's license.
- Must perform TDY in conjunction with duties.
- Must be able to obtain and maintain a Secret security clearance within 1 year of employment/appointment.
- This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.
- Must be certified in Hazardous Waste Site Personnel (29 CFR1910.120).

Minimum Requirements:

Knowledge of the safety precautions and procedures necessary to be taken with the variety of ammunition and explosives worked on. Knowledge of detonation and burning methods and procedures for the destruction of ammunition and explosives. Knowledge of product specifications, standards, and associated requirements for preservation, packing, shipping, and storage to ensure product quality, safety, and protection of the environment. Ability to recognize the various munitions and explosives to apply the proper procedure for inspecting. Ability to recognize weather and other conditions that affect explosive operations and to select the alternate procedures necessary under such conditions. Knowledge of operating procedures and safety regulations and procedures applicable to firing range activities. Skill in the operation of the full variety of machines and tools in operations. Skill in the maintenance and minor repair of machines, tools, and equipment used in ammunition maintenance.
Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
