The primary purpose of this position is to serve as senior operations planner and assessment analyst of Headquarters Sixteenth Air Force, Air Forces Cyber, Joint Force Headquarters Cyber Air Force in the Studies, Analyses, Assessments, and Lessons Learned Directorate, specifically as the Chief for Policy, Assessments and Lessons Learned Division.

Duties

1. Leads Sixteenth Air Force, Air Forces Cyber, Joint Force Headquarters Cyber Air Force operations assessments and lessons learned programs.
2. Employs scientific and analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies or problems.
3. Plans, organizes, and oversees the activities of the Policy, Assessments and Lessons Learned Division, ensuring that operational assessments and lessons learned comply with legal and regulatory requirements and meet customer needs.
4. Exercises supervisory personnel management responsibilities.
5. Represents Sixteenth Air Force and Lessons Learned Directorate with a variety of installation and functional area organizations.

  • The employee may be required to work non-standard shifts (night or swing) and/or hours to meet short-term mission requirements.
  • This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force wide mobility agreement.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes mastery of and skill in applying a comprehensive range of research, data-centric methods, military operational planning, operational assessments, and analytic methodologies that includes the evaluation of many diverse sources of information utilizing multiple information systems to develop own force and adversary assessments. Demonstrates knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and military operations. Displays an ability to conduct unbiased complex research, identify appropriate available systems/data sources, apply quantitative and qualitative analytic methods, create appropriate assessment structures, and produce products that answer specific tasks to link and leverage agency capabilities in support of senior leaders, consumers, customers, and clients. Exhibits skill in writing clear and concise products and skill in written and verbal presentations of products to senior audiences for decision-making purposes. Considered as a subject matter expert in operational planning and operations activities for one or more information warfare capabilities (e.g., electronic warfare, intelligence, cyberspace operations, military information support operations, deception, information operations, operations in the information environment). Applies new developments and experimental theories to problems not susceptible to treatment by accepted methods or makes decisions or recommendations to significantly change, interpret, or develop important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military (Air Force, other service, or joint), command level goals/objectives, operational sequences/timing, effectiveness evaluation methods, lessons learned program and methods, and command entity relationships in strategic and operational planning and execution of Air Force, Joint, and DoD structure, organizations, missions/functions, inter-relationships, exercises, campaigns, and operations.
2. Knowledge of safety and security regulations, practices and procedures.
3. Knowledge of a comprehensive range of qualitative and quantitative techniques and methods to develop, adapt, modify, and implement the assessment and improvement of campaign and operations plans and programs for conducting Air Force or joint operations and/or exercises.
4. Skill in originating new ideas, projects, and methodologies; evaluating unbiased complex research, analyses, and assessments; managing projects; identifying and utilizing appropriate systems and data sources; conducting operations assessments; designing, building, and using models and simulation technique; and managing critical information necessary to analyze, assess, document, and disseminate lessons learned from all-domain operations.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization; supervise, mentor, motivate, and assess subordinates while complying with applicable regulations.
6. Ability to communicate both orally and in writing; produce succinct and organized deliverables; and tailor that communication for the specific audience (e.g., leadership versus technical experts).

Conditions of Employment continued:

  • Position is designated Special-Sensitive and requires eligibility for access to Top Secret and Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Position also requires incumbent to be willing to submit to and pass a Counter-Intelligence Polygraph examination. A non-disclosure agreement must be signed.
  • Drug Testing: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
