Duties

This is an interdisciplinary architect or engineer position located in the ANG Base Engineering Division, with duties common to several engineering disciplines (General, Civil, Environmental, Mechanical, Electrical) and Architecture. The incumbent may assume the duties of the Base Architect/Engineer in their absence and provides supervisory and technical assistance to engineering shops.

Major Duties and Responsibilities:

The incumbent is responsible for the acquisition, construction, maintenance, repair, and operation of real property facilities, providing comprehensive management and engineering support. This includes the acquisition and disposal of real estate, total requirements planning for facility projects, provision of utilities, and management of services such as snow removal, pest control, and fire prevention.

Core Functions:

  • Supervision and Planning: Plans, schedules, and assigns work to subordinates, setting priorities and balancing workloads to effectively utilize staff abilities. Coordinates plans with other managers and customers, identifies changes in priorities, and implements necessary actions. Structures assignments to create efficient and economical positions and provides advice on a wide range of policy, investigative, and administrative issues.

  • Program Management: Exercises authority in planning, directing, and coordinating all architectural and engineering activities. Utilizes program documents to determine facility requirements, accomplishes long and short-range planning for facility replacement, and oversees the development and time-phasing of construction programs. Implements the "total programming" concept for facility maintenance and repair.

  • Resource and Technical Oversight: Identifies resource requirements (personnel, equipment, supplies) and initiates requests to meet organizational goals. Establishes metrics to ensure timely actions, performs self-assessments, and revises policies to improve quality and efficiency. Provides technical instruction on architectural and engineering requirements, assigning project phases to subordinate staff and reviewing work for technical accuracy and adequacy.

  • Representation and Coordination: Represents the Base Architect/Engineer at meetings with HQ ANG, tenant organizations, Corps of Engineers, FAA, and other federal, state, and local agencies. Coordinates on plans, exchanges information, and makes decisions regarding construction priorities, facility disposal, and real estate actions.

  • Personnel and Staff Development: Through subordinate supervisors, directs civilian and military employees engaged in readiness, design, and operational facility maintenance. Exercises personnel management responsibilities, including identifying training needs and developing effective staff relationships with base and tenant organizations. Is responsible for providing training and facilities for the OJT and proficiency training of drill status officers and airmen.

Performs other duties as assigned.

Qualifications

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in preparing technical and engineering drawings. Experience searching out and developing new or greatly modified methods and approaches to accomplish the Civil Engineering function. Experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters. Experience supervising and leading others within the Engineering Occupational Series'.

Education

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of Education and Experience: The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
