Summary
About the position: This position will be assigned to the 47th Force Support Squadron, Arts and Crafts - Frame Shop, located at Laughlin AFB, Del Rio, Texas.
This position is Regular Part Time (RPT), guaranteed 20 hours a week with potential to a maximum of 40 hours per week. You may be required to work nights, weekends and holidays. RPT employees are eligible to earn annual and sick leave as well as benefits including Health/Dental and Life Insurance, 401k and Retirement.
Duties
Directs and oversees the operations and programs for the Arts and Crafts Program. Plans, develops, implements and supervises Arts and Crafts services, programs and activities, and executes them in accordance with operating instructions, Air Force Instructions, and other applicable directives and policies. Develops and executes organizational budgets to meet established financial goals and objectives and Air Force Arts and Crafts standards. Establishes hours of operation that meet customer demands, while aligning with strategic and organizational goals and objectives. Schedules and hosts a variety of instructional classes, workshops, contests and events to meet customer needs, in automotive repair and maintenance, and arts/crafts activities such as painting, drawing, watercolors, and more. Promotes and advertises programs, events, and services to create awareness. Presents and/or monitors class instruction for content and quality. Sets fees and charges in accordance with AFI requirements. Solicits free volunteers, part-time paid personnel or contractors to host special programs. Maintains books, manuals, catalogs, periodicals, and on-line resources for use by activity managers and patrons. Monitors and approves the purchase of supplies and equipment, ensuring purchase orders and receiving reports are accomplished in accordance with inventory and financial controls. Serves as primary capital equipment, resale inventory and funds custodian, and primary or alternate facility manager. Oversees maintenance and repairs of all equipment, and maintains a short and long-term equipment replacement plan. Maintains clean and organized facilities, and implements a process to account for tools and supplies loaned to patrons. Executes compliant government credit card program. Effects a successful retail sales program that incorporates sound inventory controls and price structuring, while ensuring end-of-month Cost of Sales goals are met. Maintains necessary administrative records, files, forms, directives, and operating instructions. Continuously evaluates the effectiveness of ongoing programs and services, and effects periodic changes to remain current and in demand. Strives to improve work methods and processes to increase efficiencies. Supervises, directs, develops, trains and equips assigned personnel, prepares work schedules, approves/disapproves leave, prepares performance appraisals/awards, effects disciplinary measures, applies EEO concepts, and ensures required certifications remain current. Ensures Arts & Crafts Program is compliant with all Safety, HAZMAT, Environmental/ESOH-MIS programs and standards. Performs other duties as assigned.

Qualifying Experience:
Must have knowledge, which was gained through relevant experience and/or education, which enables the employee to completely and independently carry out continuing fine arts and crafts projects and programs. Knowledge of the range and scope of activities and services required to meet the interests and needs of participants. Skill in the application and utilization of such knowledge in planning and managing a military Arts & Crafts program which meets, as fully as possible, the needs of the participating military community. Skill in effective management of the financial, personnel and physical resources of the program and the ability to plan and budget for future requirements. Skill and ability to instruct methods and techniques in arts and crafts such as framing, various crafts, and resale operations. Must be able to carry out various phases and projects of the overall program and handle problems and deviations from normal circumstances of the operation. Must be able to satisfactorily complete a National Agency Check with Inquiries (NACI). Must be able to pass physical examination. Must be able to read, write and speak English. May be required to work days, nights, weekends and holidays.

Education
