Summary

There are multiple anticipated vacancies for attorneys to serve as Assistant/Associate Counsel within the Office of General Counsel Group, Naval Air Systems Command (NAVAIR) at its offices located in Patuxent River, MD. The anticipated vacancies are expected to occur within the NAVAIR Headquarters Office of General Counsel Group and the Naval Air Warfare Center Aircraft Division (NAWCAD) Office of General Counsel Group.

Duties

  • You will be expected to counsel clients on the full range of government acquisition-related issues, including the preparation and review of acquisition strategies and other elements of acquisition planning.
  • You will be expected to provide legal advice on questions of fiscal law, and interpret applicable statutes, regulations, and policy guidance.
  • You will be expected to prepare and review solicitations, contracts, modifications and other contractual documents; competitive source selections; life-cycle logistics support; contract disputes, and claims and terminations.
  • You will be expected practice law predominantly in the area of federal procurement and manage challenging acquisition portfolios, including major weapons systems that are critical to the future of the Department of the Navy.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

The position will be filled at the GS-11, 12, 13, 14, or 15 level and will have a full performance level of GS-15.

To be eligible for selection at the GS-11 (or equivalent) level: Recent law school graduates and applicants with less than one year of legal experience must have graduated in the top third of their law school class or must present other evidence of clearly superior accomplishment or achievement such as work or achievement of significance on an official law school review or journal, winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif.

To be eligible for selection at the GS-12 (or equivalent) level, the applicant must have two years of recent and relevant professional legal experience at the GS-11 (or equivalent) level: Be a current GS-12 (or equivalent) attorney within the Federal government. Note that for GS-11 and GS-12 positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience.

To be eligible for selection at the GS-13 (or equivalent) level, the applicant must have in excess of two years of recent and relevant professional legal experience.

To be eligible for selection at the GS-14 (or equivalent) level, the successful applicant must three-and-one-half years of recent and relevant professional legal experience.

For selection at the GS-15 (or equivalent) level, the successful applicant must have at least five and a half years of relevant legal experience with substantial experience in federal acquisition law.

The grade level offered will be based upon the successful applicant's qualifications and funding availability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

The successful applicant must have graduated with a J.D. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
