Qualifications

The President, U.S. Naval War College, seeks applications for a Professor of Strategy and Policy (S&P) in its College of Distance Education (CDE), Naval War College-at-Naval Postgraduate School (NWC-at-NPS) Program in Monterey, CA.

The U.S. Naval War College: The U.S. Naval War College (NWC) is a Joint Professional Military Education (JPME) institution serving the nation, the Department of Defense, and the U.S. Navy. U.S. and selected international graduates earn Master of Arts degrees in National Security & Strategic Studies or Defense & Strategic Studies accredited by the New England Commission of Higher Education (NECHE). The College educates and develops future leaders through the development of strategic perspective, critical thinking, and cultural awareness, as well as enhancing the capability to advise and eventually serve as senior leaders and policy makers. The College also helps to define the future Navy and its roles and missions; supports combat readiness; strengthens global maritime partnerships; and promotes ethics and leadership throughout the force. The Naval War College Program at the Naval Postgraduate School: The U.S. Naval War College, headquartered in Newport, RI, maintains a resident Command & Staff program taught at the graduate level at the Naval Postgraduate School in Monterey, CA. The program offers courses to full-time graduate students as part of various M.A. and Ph.D. programs. The program is administered under the Naval War College's College of Distance Education (CDE). CDE maintains its own Associate Dean in Monterey and its faculty teach traditional, in-classroom courses to full-time students who are in residence at the Naval Postgraduate School. Strategy and Policy Section: The Strategy and Policy (S&P) Section of the NWC-at-NPS Program in Monterey is composed of tenured/tenure-track civilian professors engaged in teaching, research, and professional service. It offers graduate-level education in strategy to mid-career officers from the U.S. military who are pursuing graduate degrees in residence at the Naval Postgraduate School. The section uses historical case studies and the works of prominent military and war theorists to develop strategic practitioners. Responsibilities: Specific responsibilities include teaching graduate-level courses on strategy and war, collaborating in curriculum development, research, and publishing in related fields, and engaging in additional service to the college. Teaching is conducted primarily in the seminar format with several lectures per quarter. Faculty typically teach two courses per quarter in three out of four quarters each year, with time and resources available for research and professional development. The appointment is tenured/tenure-track, with the possibility of an accelerated tenure schedule for senior-level applicants.

Qualifications: A Ph.D. in strategic studies, international relations, security studies, comparative politics, military/naval/international history, or a related field is required. Candidates with a Ph.D. in hand before the expected start date of mid-August 2025 are encouraged to apply. Competitive candidates will have strong records of research as well as demonstrated teaching excellence preferably at the graduate level.

Additional information

Appointment: The appointment is governed by provisions of 10 USC 8748 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management that apply to "Excepted" appointments under Schedule A. For the successful candidate appointed at the rank of Associate (AD-05) or Full Professor (AD-07), the initial term of appointment is expected to be two years in length with provision for renewal dependent on performance. For appointment at the rank of Assistant Professor (AD-03), the initial term of appointment is expected to be three years in length with provision for renewal dependent on performance. This is not a remote work position; however, the incumbent may be eligible for telework as determined by policy and the position requirements. The incumbent may be expected to travel on occasion. This is a full time, tenure/tenure track position with an expected start date of mid-August 2025.

This position is in the excepted service and does not confer competitive status.

Salary Considerations: Salary is competitive and is accompanied by a generous Federal Civil Service package that includes health insurance, pension and retirement saving plans (with employer matching contributions), paid annual vacation and sick leave, and other benefits. Rank and salary are commensurate with credentials and experience in accordance with the Department of the Navy Faculty Schedule.
