JOB TITLE:        Supervisory Education Services Specialist
BUSINESS TITLE:    Assistant Director, Education Program

SUMMARY OF DUTIES:  
The incumbent of this position serves as a second line manager in the MCCS Education Program on Okinawa.  The incumbent applies professional knowledge and skills in academic advising, education program management, facility management, and supervision of six Education Technicians for six geographically separate education centers on Okinawa, in addition to assisting Marines located at Camp Fuji, Japan, Camp Mujuk, Korea, as well as deployed Marines. Frequent travel to all Marine Corps camps on Okinawa is required, in addition to occasional off-island travel.  

SUPERVISORY AND ADMINISTRATIVE DUTIES (35%):
Provides direct supervision for four NF-3 and two MLC 1-4 Education Technicians and one IHA Custodian. In consultation with the Education Program Director, assigns, directs, and reviews the work of subordinates; provides training; sets work standards, determines and evaluates performance as first line supervisor, and administers appropriate discipline.  The incumbent approves and keeps leave schedules, plans, schedules and coordinates work operations, conducts staff meetings and ensures accomplishment of formal training.  The incumbent initiates classification and recruitment actions, interviews and makes selections from the list of qualified applicants provided.

Provides oversight of data management for cyclical reports to include, but not limited to: weekly, monthly, annual and fiscal year statistics, as well as any other reports requested by management. Improves quality assurance delivery by utilizing customer and staff feedback. Maintains compliance with established guidelines, policies and priorities.

VOLUNTARY EDUCATION PROGRAM MANAGEMENT (35%): 
Supervises and approves the Marine Corps Tuition Assistance (TA) Program, trains and assigns staff to cover TA screening, and assists the Education Program Director with overseeing the PACOM Education Services Agreements. Troubleshoots and resolves TA issues, waivers and customer complaints.

Advises Marines regarding the requirements for unique Marine Corps educational opportunities and contributes to the personal and professional development of Marines.  Contributions include the selection and maintenance of professional reference materials, attendance and participation in education outreach opportunities and workshops; and maintains currency in professional literature related to education services, employment trends, and educational issues related to military and veteran students.    

FACILITY AND PROPERTY MANAGEMENT (15%):

Conducts monthly facility site visits and inspections for all MCCS Education Centers to include safety, fire, opening/closing checklists, facility upkeep, follows-through with facility work orders, and provides technical assistance to Education Program staff on facility and equipment issues.

Assists the Responsible Officer with equipment inventory and is the first point of contact for Education Program staff for computer access and other computer related needs.

BASIC REQUIREMENTS:  

  1.  A master's degree in higher education or related field and three years¿ experience in an academic environment or military voluntary education program providing academic services to students at levels of basic skills through graduate level education.

QUALIFICATION REQUIREMENTS:

  1. Knowledge of education principles and processes to help implement and administer educational programs, to include the theories, principles, and techniques of education and training to provide educational advisement and program management.
  2. Knowledge of military structure, procedures, terminology, and policy to assist personnel to enroll in Marine Corps programs and communicate on behalf of the Marine Corps with civilian institutions. 
  3. Effective communication skills to assist in providing accurate information and assistance in a timely manner and to express oneself orally and in writing in a highly professional, clear, concise and effective manner.  
  4. Demonstrated ability to counsel individuals with diverse backgrounds with a variety of educational goals and concerns to support personal educational goals in a military environment and coordinate with agencies.
  5. Experience in supervision which demonstrates the ability to lead, manage and develop teams, provide sound feedback, train staff, and the ability to counsel staff on performance or behavioral issues as needed.
