Duties
1. The incumbent makes recommendations and coordinates with State Department (PM/RSA-T) on highly complex issues associated with the Department-wide security cooperation enterprise, to include, security assistance, BPC and FMS implementation and execution, taking into account their impact on the foreign affairs and political environment.
2. The incumbent monitors and reviews the development, implementation, and execution of BPC and FMS cases, working with the Implementing Agencies (IAs) to ensure cases are developed, implemented, executed, and closed in accordance with policy. The incumbent is responsible for developing innovative solutions and resolving challenges impacting case development, implementation and execution. The incumbent makes well researched recommendations to the Director, DSCA, Deputy Director, DSCA, State PM/RSA-T and the USD(P) on case prioritization that considers the short- and long-term impacts on foreign affairs and the political environment.
3. The incumbent continually analyzes DoD-wide case performance (BPC and FMS) and actively engages with IAs to develop efforts for continuous process improvement. Continuous improvements to the case lifecycle system will require the incumbent to think creatively, use innovation, be willing to challenge existing systems, be pro-active, champion change through implementation, and monitor performance thereafter. Once implemented, the incumbent uses measures of performance and effectiveness to monitor how improvements have changed case lifecycle system performance and at what resource cost.
4. The incumbent uses knowledge of foreign affairs, independent judgment, and experience to prepare senior officials for testimony before the Congress and drafts testimony or other presentations to the Congress for use by the Director and Deputy Director, DSCA, State PM/RSA T, USD(P) and other senior government officials. The incumbent monitors congressional action on the DoD and Department of State Foreign Operations budget and formulates official responses to periodic congressional inquiries and/or legislated reporting requirements.
5. The incumbent drafts issue and background papers on highly complex and important security cooperation, security assistance, TS/FD, international competition, BPC, and FMS issues and makes oral and written presentations to the Director, DSCA, other senior defense officials and counterparts from other U.S. Government (USG) agencies recommending a particular resolution of these matters.
6. The incumbent maintains professional expertise by remaining knowledgeable of current developments in the broad area of security cooperation, security assistance, BPC, FMS, foreign affairs and foreign policy, using judgment to identify items which require action by the Director, DSCA, or USD(P), advising the Director, DSCA, of the emergence of matters requiring attention by him or the Secretary of Defense, and defining and initiating follow up actions where necessary.
7. The incumbent consulting with counterparts across the Office of the Secretary of Defense, the Military Departments, and other USG agencies and independently assesses required actions and initiates and drafts appropriate responses. The incumbent brings unresolved matters and contentious issues to the attention of the Director, DSCA, and Deputy Director, DSCA, with appropriate recommendations.
8. The incumbent's work projects are complex. The incumbent must analyze and manage conflicting and divergent viewpoints in order to provide full and accurate background information to the Director, DSCA, and Deputy Director, DSCA, along with options for courses of action.
9. The incumbent leads and manages a large team and associated resources and oversees the Office's efficient achievement of program and business objectives.

Qualifications
EXECUTIVE CORE QUALIFICATIONS (ECQs) and TECHNICAL QUALIFICATIONS (TQs):
There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). However, to meet the minimum qualification requirements for this position, you must show that you possess the ECQS and TQS within your resume - NOT TO EXCEED 2 PAGES. TECHNICAL QUALIFICATIONS (TQs):
1. Demonstrates ability to direct the operations of a large, complex organization, utilizing analytical skills to evaluate organizational functions, develop strategic plans and execute assignments.
2. Demonstrates knowledge of U.S., Foreign, and National Security policy and Title 10 and Title 22 funding authorities to resolve problems of exceptional complexity for Security Cooperation programs.
DoD Joint Enterprise-Wide Experience Statement:
In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate the ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be within the resume.

The position is subject to the Security Cooperation (SC) Workforce Certification. This is an Advanced Certification position. In accordance with National Defense Authorization Act for Fiscal Year 2017 and DoD Policy, the incumbent shall comply with the requirements of the DoD SC Workforce Certification program within two years of initial assignment.

You will be evaluated for this job based on how well you meet the qualifications above.
