Summary

***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.***

This position is for an Assistant Human Resource Officer, Position Description Number T5930000 located in the Human Resources Office (HRO) of the Georgia National Guard at Dobbins ARB, Marietta, Georgia.

This is a full-time, Excepted Permanent position which DOES NOT require Georgia Army National Guard Membership.

Area of Consideration: Current Nationwide Federal Employees.

Duties

As an Assistant Human Resources Officer GS-0201-12, you will:

Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. May approve emergency leave for assigned employees in extenuating circumstances. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, and recognition of outstanding performance. Responsible for the accurate and timely processing of Request for Personnel Actions (SF-52), Notification of Personnel Action (SF-50) for areas within their HR Office delegation memorandum. Ensures completion of supporting forms, records, and documents. Verifies personnel actions are processed. Conducts internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements. Responsible for the quality assurance, maintenance, and security of the Electronic Official Personnel Folders (eOPFs) ensuring content meets regulatory requirements and is in accordance with the Guide to Personnel Recordkeeping and is safeguarded under the Privacy Act of 1974.

  • Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: performs work in two to four of the following HR specializations (Employee Benefits, HR Development, HR Information Systems, Military (AGR), Performance Management and Employee/Labor Relations, Position Classification, Recruitment/Placement and Compensation) servicing both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. The incumbent must serve as the State Level Expert/point of contact in one of the following HR specialties for a minimum of 25% of the time: Employee Benefits, HR Information Systems, Performance Management and Employee/Labor Relations, Position Classification, and Recruitment/Placement and Compensation. The incumbent ensures as the State-Level Expert/point of contact ensures all program activities, policies, instructions, and goals are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and other governing agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Knowledge of, and skill in applying, a full range of labor relations theories, principles, methods, precedents, case law and negotiation processes and strategies to serve as the technical authority on all aspects of the state labor relations program to provide comprehensive management advisory services and to negotiate agreements between management and labor unions.

Analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions and/or legal opinions that various courts and administrative bodies have rendered.

Skill in negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other non-adversarial problem solving approaches sufficient to resolve problems and advise management. Conflict resolution techniques sufficient to interact in occasionally highly charged emotional situations must also be utilized. These issues may be delicate or highly contested case matters and determinations.

Skill in communication techniques sufficient to formulate and present arguments and advisory opinions and to prepare legal and case documents.

Knowledge and understanding of procedures in both programs to provide proper advice and guidance
