Duties
Plans and administers the total installation athletics program consisting of directed, self-directed, and unit-level sports/athletic competitions, intramural sports, race series, fun runs, youth sports, outdoor recreation, paintball, and outdoor sports facilities maintenance programs. Responsibilities include but are not limited to the direction of athletics programs, equipment, multiple recreational fields/courts (softball fields, tennis courts, paintball ranges, football fields, soccer fields, skate parks, tracks, racquetball courts, indoor/outdoor basketball/volleyball courts and supporting special/strategic events.
The incumbent is responsible for developing and executing a Non-Appropriated Fund (NAF) budget and providing requirements for an annual Appropriated Fund (APF) budget to include the expenditures required to conduct recreation and sports programs with supporting data for inclusion in overall program formulations. Budgetary responsibilities require the incumbent to create financial goals and distribute departmental budgets to subordinates that will allow program bottom-line figures to be met. Prepares purchase order requests for supplies and equipment. Develops, prepares, and documents a five-year plan to replace or repair program equipment and supplies.
Evaluates existing programs and prepares studies to determine the feasibility of developing additional programs based on population requirements and desires. Reviews construction and facilities renovation plans to include Japanese Facility Improvement Projects (JFIP), shop drawings, design analysis, specifications, space allocations, general layouts and prepares comments on corrections and changes required. Reviews type and adaptability of equipment selection. Develops operational and capital expenditure annual budgets with supporting data for inclusion in overall program formulations. Ensures program emphasis on activities most appropriate to the interests of the populations served and the resources involved.
Plans and coordinates all aspects of recurring and non-recurring activities, special events and joint military and civilian community undertakings to make maximum use of facilities, services and other resources. Uses patronage and sports usage data to develop a comprehensive marketing plan. Uses customer feedback to promote program changes and justify expenditures. Coordinates with marketing staff to plan and develop promotional, advertising, commercial sponsorship, and publicity strategies. Coordinates and implements joint programs with the Fitness, Single Marine Program, and Health Promotion programs as well as potential collaborations with other installation entities. Briefs customers and installation leadership on program offerings.
Develops, implements, monitors, and documents a comprehensive training program to ensure all staff members are trained in recreation, sports, and retail related programs. Identifies training requirements (CPR/AED/First Aid, fire safety, physical security, customer relations, cash management, equal opportunity, sexual harassment policies, hazardous materials, government driver's license, mandatory annual training, field and grounds recreation, and other developmental instruction) and implements training programs for personnel and volunteers according to the position's needs and requirements and to update skills as a result of new equipment, materials, or changes in operations. Ensures education and compliance with security directives and safety standards in the work area. Promotes an environment in which employees are empowered to participate in and contribute to effective program accomplishment. Either directly or indirectly through subordinate supervisors, manages activity employees. Trains, schedules work, appraises performance, counsels assigned personnel and recommends personnel actions.
Ensures compliance with fire, safety and other environmental issues. Manages new property resources and provides advice on renovations and improvements. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste, and abuse.
Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

MINIMUM QUALIFICATIONS:
1. A minimum of four years of experience in program management and strategic planning; asset procurement and management; human resource management of a diverse workforce.
2. A minimum of four years of experience supervising, leading, and mentoring subordinate staff.
3. Demonstrated experience and proper application of athletics and/or recreational program principles, concepts and techniques.
4. Demonstrated experience in management of real property assets.
5. A Bachelor's degree in Sports Management, Recreation Management or a related field is desired.
6. Must possess well-defined written and oral communication skills.
7. Must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. Support equipment will be provided.
8. Must successfully complete all applicable background investigations for Federal suitability for employment.
