Summary

You will serve as the Attorney-Advisor (General) (Organization Title: Assistant General Counsel) Assistant General Counsel-Head of Legal Knowledge Management in DFC's Office of the General Counsel (OGC). OGC is responsible for supporting all aspects of DFC's mission. Work includes advising senior DFC management and business lines on a wide variety of international finance, investment and banking issues associated with DFC's activities and mission.

Duties

The Assistant General Counsel-Head of Legal Knowledge Management will be responsible for identifying, establishing, and maintaining knowledge management resources in OGC, with the goal of designing and maintaining systems and processes to record and share information to increase efficiency, facilitate issue spotting, streamline access to precedents and support consistency in approaching similar matters arising across jurisdictions and transactions.

As the Assistant General Counsel-Head of Legal Knowledge Management, the incumbent will establish, synthesize and maintain methods for sharing within OGC and DFC more generally substantive understanding of (i) legal practice areas, issues, and standards for DFC's international development programs, (ii) documentation for investments entered into under these programs, and (iii) internal directives, processes and procedures related thereto. DFC's international development programs span a range of project and corporate financings, direct equity and private equity funds investments and political risk insurance.

The incumbent will:

  • Identify, evaluate, prioritize and, where relevant, implement systems to support legal knowledge management and OGC workflows (e.g., legal document management systems, document automation, etc.) that will facilitate identification of records, precedents and deviations from templates and streamline document search and retrieval functions.
  • Together with others in OGC, identify, analyze, help structure approaches to and record final positions taken with respect to issues that arise in DFC transactions, which can raise complex legal questions that implicate multiple areas of law for which there is often no clear legal precedent. Implement and maintain systems to track interpretations of statutory provisions, directives and policies to drive consistency.
  • Maintain, develop and update template legal documents and manage intranet resources to ensure that legal documents are accurate, accessible and current. Update staff as needed on changes to templates and standards.
  • Oversee legal training and advise staff of training opportunities from internal and external sources. Coordinate with leadership to roll-out and conduct training on new policies and procedures. Develop programs for onboarding and training new attorneys. Ensure that staff are aware of document retention policies and proper procedures for legal recordkeeping.
  • Establish relationships and coordinate with peer institutions and outside law firms to remain apprised of new technologies and best practices in knowledge management.
  • Assist with general legal workforce planning, including identification of operational improvements. Develop tools and implement strategic initiatives to streamline legal processes. Gather and monitor data on the use of outside counsel and other contractors. Coordinate with leadership to ensure that operational information is clearly communicated.
  • Work collaboratively within OGC and across DFC business lines and other DFC offices in pursuing the foregoing.

Qualifications

Applicants must meet all eligibility and qualification requirements at the time of submitting your application.

Basic Requirements: Applicants must (1) be a graduate of an accredited law school with an LLB. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described below. An official law transcript will be required if you are selected.

Specialized Experience: You may qualify at the GS-15 level, if you meet the following qualification requirement: At least five years of full-time professional legal experience gained after being admitted to the bar. The minimum five-year work experience requirement includes at least four years of specialized experience that is directly related to the position being filled. At least two of the four years of specialized experience must be at a level of difficulty and responsibility equivalent to that of an attorney at the GS-14 level.
Specialized experience is defined as experience in:
  • Advising on cross-border legal and policy matters in the areas of finance (including project finance, loans to small and medium enterprises (SMEs), micro-finance institutions (MFls), other financial intermediaries, and/or corporate loans), equity investments, private equity funds, and political risk insurance;
  • Advising on debt restructuring in the context of negotiating and documenting transactions for projects in emerging markets, whether directly or through the supervision of outside counsel; and/or
  • Experience in legal knowledge management, including with respect to the design and implementation of knowledge management systems in either a law firm or in-house legal setting.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants must be a graduate of an accredited law school with an LL.B. or J.D., if selected an official transcript will be required. In addition, the selectee will be required to provide proof of an active bar membership.

Duty Location: The duty location may be negotiable upon selection, but must reside within the U.S..

Remote: This position is eligible to be 100% remote. (NOTE: The option to work out of the DFC's office in downtown Washington, D.C., may be available to selectee. For those interested in working out of the office, they will be expected to follow the agency telework policy.)

Salary: Salary will be adjusted based upon selectee's duty location.
