- Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position
- This position may require drug testing and the candidate may be subject to passing a drug test upon selection
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Shift work and emergency overtime may be required
- Employee must maintain current certifications
- Attorney appointments are subject to serve a one-year probationary period.
- Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
- Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
- The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
- Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of
Columbia, or the Commonwealth of Puerto Rico
- Incumbent is required to maintain Continuing Legal Education (CLE) currency as established by incumbents bar.
Qualifications
GENERAL REQUIREMENTS:
- You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and dated within 4 months of the date of the application. A copy of the Bar card is not acceptable proof of good standing.
NH-03: A4.2.3.3. Qualifications Required at GS-12/13 (NH-03) Level. A4.2.3.3.1. General requirements set forth under paragraph A4.1. In addition, one of the following requirements must be satisfied:A4.2.3.3.1.1.
Two years of professional legal experience at or equivalent to the GS-11 level or National Security Personnel System YA2 level; orA4.2.3.3.1.2. The second professional law degree (LL.M.), plus one year of professional legal experience at the GS-11 level or National Security Personnel System YA2 level.
NH-04 A4.2.5.1. Qualifications Required at NH-04 (GS-14 or GS-15) Level. General requirements set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in
excess of three years that is commensurate with the duties and responsibilities of the position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Development; and, Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof).
2. Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.
4. Proven skill in effectively communicating, both orally and in writing.
5. Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions.
6. Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services.
7. Ability to obtain and maintain the appropriate security and program clearance necessary to execute the duties of the position.
8. Ability to conduct oneself in accordance with generally accepted standards of professional demeanor.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.

ACTIVE-DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active-duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. NOTICE OF VETERANS' PREFERENCE:
There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation to their submissions.
Although the point-preference system is not used, applicants eligible to claim Veterans Preference must submit VOW certification memo or copy of the official DD Form 214, which must include the character of service, and a Standard Form (SF) 15, "Application for 10-Point Veteran Preference," and supporting documentation required for the specific type of preference claimed.
