Duties
As a senior attorney, assesses and evaluates for legal compliance, legal sufficiency, and/or advisability, local policies and practices, proposed actions and decisions, official conduct and authority, commercial transactions, draft documents and publications, investigations, responses to inquiries, public statements, plans, and initiatives. Evaluates claims by and against the government, assesses legal risk, and recommends disposition. Researches, analyzes, and interprets federal, state, and local law, administrative decisions, case law, and legal opinions, as well as DoD instructions and regulations and Department of Air Force (DAF) instructions and guidance. Consistent with professional responsibility standards, formulates and delivers legal advice and counsel through oral and written opinions. Represents the SJA on committees, working groups, and inter disciplinary teams, and at conferences and meetings.
Relating to environmental law matters, researches and advises installation personnel on real property
management, energy initiatives, environmental planning, environmental compliance, environmental protection, natural and cultural/historical resource protection, and occupational safety and health. Prepares cases for litigation and represents the Government in federal district court and in other fora as needed.
Relating to administrative law matters, researches and advises installation personnel on quality force
management, standards of conduct and ethics, investigations, congressional inquiries, Freedom of lnformation Act (FOIA) and Privacy Act requests, reports of survey, line of duty determinations, barments, regulation review and interpretation, member financial responsibility, on base private organizations and fundraising, command authorities and responsibilities, and myriad other legal issues affecting base operations.
Relating to labor law matters, researches and advises installation personnel on civilian employee discipline, workplace discrimination, union management relations, collective bargaining, workers' compensation, unemployment compensation, affirmative action plans, and other civilian personnel issues. Prepares cases for litigation and represents the Government in labor law litigation before the Merit Systems Protection Board, arbitrators, federal district court, and in other fora as needed.
Relating to tort matters, researches and advises installation personnel on tort claims against the government, claims in favor of the government, third party collections, claims inspections, disaster response, quality assurance/risk management reviews at medical activities, and medical legal issues; also at overseas locations, medical cost recovery claims, foreign claims, and single service claims responsibilities.
Performs legal assistance for active duty and retired military members and their dependents. Legal assistance for active duty and retired military members is provided as required and assigned by the Staff Judge Advocate and Division Chief, as well as other duties as assigned. Incumbent is expected to be conversant with and able to deal with a wide range of local laws and provide liaison with local officials.

- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
- Employee must maintain current certifications
- Attorney appointments are subject to serve a one-year probationary period.
- Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications
GENERAL REQUIREMENTS:
- You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Qualifications Required at GS-12 Level.
The attorney must satisfy one of the following requirements: two years of professional legal experience at or equivalent to the GS-11 level or National Security Personnel System YA2 level; or the second professional law degree (LL.M.), plus one year of professional legal experience at the GS-11 level or National Security Personnel System YA2 level.
Level of Supervision. Attorneys performing duties at the GS-12 level work under close supervision. They receive preliminary instructions, their commitment authority is limited, and their completed written work is carefully reviewed.
Qualifications Required at GS-13 Level.
The attorney shall have professional legal experience in excess of two years that is commensurate with the duties and responsibilities of the position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to maintain good working relations.
2. Ability to plan and execute complex, multi-faceted projects.
3. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate
recommendations.
4. Ability to access or locate information through the use of a personal computer or terminal.
5. Ability to meet and deal with customers and clients using a high degree of tact and diplomacy.
6. Ability to research, analyze, interpret and apply statutes, rules, regulations, and procedures.
7. Knowledge of the operations, products, services, needs, and goals of 45 SLD, tenant units, contractors, and commercial space launch providers.
8. Ability to communicate effectively orally and in writing.
9. Ability to advise and counsel others of the application of laws, regulations, case law, and other sources of law to specific sets of facts.
10. Ability to research and understand labor law, including but not limited to the Fair Labor Standards Act (FLSA), Occupational Safety and Health Act (OSHA), Family and Medical Leave Act (FMLA), Civil Service reform Act (CSRA), regulations arising thereunder, and applicable case law.
11. Ability to research and understand environmental law, including but not limited to the National Environmental Policy Act (NEPA), Environmental Protection Act (EPA), Endangered Species Act (ESA), regulations arising thereunder, and applicable case law.
12. Ability to effectively represent the Government in litigation, including but not limited to litigation before the Merit Systems Protection Board (MSPB), arbitrators, and in federal court.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. NOTICE OF VETERANS' PREFERENCE:
There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation to their submissions.
