Summary

THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
Military membership is NOT required.

This ND National Guard position is for a AUDITOR, Position Description Number and is part of the T5422P01, T5148P02, T5147P01, T5144P01ND USPFO, National Guard.

Duties

As an AUDITOR-TITLE 5, GS-0511-7/9/11/12, you will recommend solutions of accounting and operational problems utilizing professional accounting and auditing knowledge.

  • Implement regulations, procedures and analyses of automated systems.
  • Perform complex accounting and review activities involving in the analysis of accounting records.
  • Develop audit programs and writes reports that interpret audit objectives and findings and recommendations.
  • Review automated accounting and financial systems and identify the need for changes to enhance system capabilities.
  • Perform a variety of internal review assignments that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data.
  • Utilize professional accounting and audit skills to maintain oversight for implementing appropriate laws, directives, and regulations of internal control programs and procedures.
  • Study and research background material to gain program information and discover leads.
  • Conduct in-briefs with management officials.
  • Perform audit verification work to identify potential operating problems.
  • Document results in accordance with Comptroller General Standards, DoD, Army, Air Force, and Army and Air National Guard policies.
  • Prepare working papers and files in accordance with Comptroller General Standards and Army and Air National Guard policies.
  • Perform follow-up engagements on findings and recommendations.
  • Report the status of corrective actions taken by functional activities to the supervisor for follow on to USPFO.
  • Evaluates validity of findings and recommendations identified by external audit agencies. '
  • Prepare overall command response to external audit agency reports based on input from proponent activities.
  • Conducts entrance and exit conferences with management officials at the audit site.
  • Explain the overall objective and procedures for the audit and answers any questions.
  • Accomplish audit steps in concert with Comptroller General Standards and a variety of audit techniques (e.g., interviews, computer assisted, statistical analysis and questionnaires) in gathering, documenting and summarizing data.
  • Perform audit follow-up on agreed-to findings, recommendations and monetary benefits made during the previous audit.
  • Perform audit work in an automated software.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position. Incumbent is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Employees must obtain the appropriate certification levels for their positions within 24 months after initial assignment.
  • Employees must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24-month period.
  • Must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

In addition to the basic education requirement, applicants must meet the specialized experience listed below:

GS 07 Specialized experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-05) or civilian equivalent. Qualifying experience includes: 1) Assists in reviews of accounting and operational functions by applying professional knowledge of accounting and auditing theories, principles, and practices; 2) Gather, organize, and evaluate data and separate essential from nonessential data; 3) Prepares lead sheets to identify any potential weaknesses in internal controls that need further study; and 4) Performs follow-up on agreed to findings and recommendations. OR

Education: 1 year of graduate-level education or superior academic achievement. Education must be from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform the work of an Auditor. Degree/coursework must be directly related to the work of this position. NOTE: You must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation. (TRANSCRIPT REQUIRED)

GS 09 Specialized Experience: Applicant must have one year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal service in the normal line of progression or civilian equivalent. Experience includes: 1) Experience obtaining evidence through inspection, observation, and inquiries, to provide a reasonable basis for an opinion in regard to the activity under examination; 2) Experience studying and evaluating internal controls to determine the level of system reliability; and 3) Experience conducting examinations and tests that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency and effectiveness. OR
Education: Master's or master's equivalent graduate degree or 2 years of progressively higher level graduate education leading to a master's or equivalent graduate degree with at least 36 semester hours in accounting courses or directly related to the work of this position. Education must be from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform the work of an Auditor. Degree/coursework must be directly related to the work of this position. NOTE: You must submit a copy of your transcript (unofficial or official) with your application. Education cannot be credited without documentation. (TRANSCRIPT REQUIRED) OR,
Combination: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study). (TRANSCRIPT REQUIRED)

GS 11 Specialized Experience: Applicant must have one year of specialized experience equivalent to the next lower grade (GS 09) or civilian equivalent which includes: 1) Utilize auditing and accounting theory, concepts, standards, techniques, and practices; 2) Knowledge of the concepts of audit business program requirements; and 3) Experience conducting audits in accordance with directives and policies. OR
Education: Ph.D. degree or Ph.D. equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with at least 54 semester hours in accounting courses or directly related to the work of this position. Education must be from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform the work of an Auditor. Degree/coursework must be directly related to the work of this position. NOTE: You must submit a copy of your transcript (unofficial or official) with your application. Combination: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.

GS 12 Specialized Experience: Applicant must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Assess the degree to which program goals are met and to develop findings/reports that clearly identify operational problems and required corrective action; 2) Utilize the most advanced audit techniques; and 3) Examine output products to ensure the management tools are providing the necessary feedback for management to make sound decisions.

Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Education

BASIC QUALIFICATIONS: The Auditor position requires responsibilities that require professional audit and accounting knowledge. Therefore, applicants must meet one of the accounting series individual occupational requirements below. Select the response that best describes your education and/or combination of education and experience for the position.
A. Degree: Accounting, Auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED)
B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. (TRANSCRIPT REQUIRED) (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (DOCUMENTATION REQUIRED) (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
