Duties
Audits projects without precedent or of such a nature as to require original assessment and considerable judgment to develop an audit plan and devise detailed fact-finding techniques. Audit projects may include financial audits that require extensive cost and price analysis techniques. Conducts entrance conferences with management officials at the audit site. Explains the purpose and procedures for the audit and answers any questions. Accomplishes audit steps in concert with Comptroller General Standards and a variety of audit techniques (e.g., interviews, computer assisted, statistical analysis and questionnaires) in gathering, documenting and summarizing data. Performs audit follow-up on agreed-to findings, recommendations and monetary benefits made during the previous audit. Provides unscheduled, quick reaction troubleshooting capabilities to the command to prevent or correct serious, high-profile problems. Performs other duties as assigned.

Qualifications
General Experience - All Series GS-0511 personnel must be certified at the next higher grade-level within 24 months of appointment if it is required at the next higher grade-level: and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.

Must have experience and skills in each of the following:
1. 36 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent assessments, efficiency, organization, program, activity or function.
2. The competency to perform financial audits that included financial statements and financial related audits.
3. Experience that demonstrates your abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
4. Skilled in collecting and analyzing data effectively, efficiently, and accurately.
5. The ability to comprehend and/or apply problem-solving and negotiating techniques.
6. Skilled in working with multiple software computer programs.
7. Skilled in writing and presenting analytical reports and formal briefings.
8. Skilled in applying procedures and directives by reading and interpreting program material.
Education
A. Degree: Accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

B. Combination of education and experience: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

The retiree must notify HRO of their current retirement status prior to appointment.

Mandatory documentation that must be submitted for an applicant to be considered for that application-based Priority Placement Program (PPP)
- For Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians: The applicant MUST submit a copy of the "Military Reserve and National Guard Technician PPP Self-Certification Checklist." This must be accompanied by copies of appropriate documentation, such as the notification letter of ineligibility for military or NG membership (through no fault of their own), and proof of at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement.
- For Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Preference Eligible Technicians Receiving Disability Retirement: The applicant MUST submit a copy of the "Military Reserve and National Guard Technician Disability PPP Self-Certification Checklist." This must be accompanied by appropriate documentation, such as the notification letter stating ineligibility for Reserve membership due to a service-connected disability.
- For Priority Placement Program (PPP) DoD Military Spouse Preference (MSP) Eligible: The applicant MUST include a copy of the "Military Spouse PPP Self-Certification Checklist" along with the documents identified in the vacancy announcement to verify eligibility for MSP.
- For Priority Placement Program (PPP) DoD Retained Grade Preference Eligible: The applicant MUST submit a copy of the "Retained Grade PPP Self-Certification Checklist." This must be accompanied by appropriate documentation, such as a RIF change-to-lower-grade notice and an SF-50 reflecting the RIF change to a lower grade.
Failure to submit the required documentation will result in the applicant not being considered for the application-based PPP. While you are still considered as a normal applicant, you will not be considered for the Priority Placement Program.
