Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of?Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements as an Auditor.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
NOTE #: Must be FINANCIAL MANAGEMENT Level 2 qualified within 2 years of employment.
MINIMUM REQUIREMENTS:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
SPECIALIZED EXPERIENCE (GS-07): Must have at least one year of specialized experiences at the GS-05 level or the equivalent which provides knowledge and/or experience that demonstrate the ability to conduct audits in accordance with directives and policies. Experience studying and evaluating the existing internal control systems to determine the level of reliability and determine the appropriate procedures needed to validate audit system reliability. Experience in conducting audit inspections, observations, inquiries.
SPECIALIZED EXPERIENCE (GS-09): Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience performing financial audits that included financial statements and financial related audits; various auditing program requirements; abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
SPECIALIZED REQUIREMENTS (GS-11): Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience and competencies that provided knowledge of auditing principles and procedures; understanding of the basic principles and concepts of the audit business program requirements; conduct audits in accordance with directives and policies; study and evaluate internal controls to determine the level of system reliability; and determine audit procedures needed to attain audit objectives in view of system reliability. Experience with examinations and tests using statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness and/or to determine that the financial records were maintained in accordance with applicable regulations
MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade_11_.
STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
