In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes providing support in directing, controlling, and monitoring the operations and maintenance of Aviation Resource Management System (ARMS) or equivalent; authenticating aeronautical orders, validating entitlement pays, verifying physical and physiological requirements; and tracking individual flying hour utilization, sorties flown, qualification, currency and training status.
OR
EDUCATION: Successful completion of a Master's or equivalent graduate degree
ortwo full years of progressively higher-level graduate education in an appropriate field leading to such a degree
or LL.B. or J.D.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of personnel management policies, practices and procedures.
2. Knowledge and experience using personal computer (a variety of software and hardware, i.e., word processor, spreadsheet, graphic presentations, e-mail, etc.)
3. Knowledge of aircraft types and aircrew composition and of aviation service eligibility directives.
4. Skill and ability to prepare projects/reports, plan, organize and reprioritize work to meet changing deadlines and have the ability to deliver briefings to senior staff and management personnel at all levels.
5. Skill and ability to operate Aviation Resource Management System and its system interfaces and to troubleshoot/resolve system technical problems.
6. Skill in developing interpersonal relationships, maintaining good working relationships and working cooperatively as a member of a team as well as plan organize and communicate effectively, both orally and in writing.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
Obligated Position: An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has entitlements to that position. During the obligation period, the manager has the option of filling the position on a temporary or permanent basis. In filling the obligated position, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
