Specialized Experience: To qualify at the grade level GS-05: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the next lower grade GS-4 in Federal, state, local, private, or public service that equipped the applicant with the particular knowledge, skills, abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. This is a developmental position.
Specialized experience is defined as: (1) Providing basic clerical duties; AND, (2) reviewing and applying account receivable/ debt collection policies, laws, and procedures where applicable.
OR
Applicants may substitute education for the experience required in order to qualify at the grade level GS-5. Completed four years (120 semester hours or 180 quarter hours) of undergraduate education above the high school level from an accredited business, secretarial or technical school, junior college, college, or university.
OR
Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 90 semester hours of education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
To qualify at the GS-06 grade level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the next lower grade GS-5 in Federal, state, local, public, or private service that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. The supervisor provides guidance and instruction as needed.
Specialized experience is defined as: (1) Serving as the principal point of contact for clients and/or customers regarding accounts receivable and debt collections; AND (2) providing correspondence orally or in written form.
There is no educational substitution for Specialized Experience at the GS-6 level.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You will be rated on the following competencies based on your application for this position.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.
