This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Provides acquisition recommendations on contracts while advising senior leadership and functional area technical experts based on the Federal Acquisition Regulation (FAR), and the other applicable regulations and policies.
  • Applies a broad knowledge of acquisition and contracting to identify and resolve problems in the assigned area.
  • Duties include managing responsible program areas, working with senior personnel, and maintaining an efficient flow of operations to meet mission requirements.
  • Expert analytical ability and skill is used extensively in completing daily duties.
  • Requires expertise in providing solutions such as training, coaching, mentoring, and other programs designed to enhance personal and organizational resiliency and effectiveness; analysis, evaluation and development of recommendations.
  • Resolve issues and differences on such matters as development planning, programming, scheduling, contingency planning, production costs, manpower requirements, contract compliance, production schedules, and long-range programming.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner at Level IV in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • This is a testing designated position; the incumbent is required to sign DA Form 5019-R and pass a drug screening prior to hiring and will be subject to periodic and random drug testing, in accordance with AR 600-85 and DoD Directive 2010.9.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver. (Note: Waiver is position-specific and must be approved prior to being appointed to the position.)
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: (1) Administering and managing programs, groups of projects, or portfolios; (2) Ability to obtain cooperation of managers and peers to ensure smooth integration and/or transition of projects as part of a larger program; and (3) Resolving issues and differences on such matters as development planning, programming, scheduling, contingency planning, production costs, manpower requirements, contract compliance, production schedules, and long-range programming of production facilities and resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (DE-3/GS-13).
