Summary

This position is in the Policy, Research, and Analysis Department (PRAD), Office of Policy and External Affairs (OPEA), Pension Benefit Guaranty Corporation (PBGC).

This is a term not to exceed 2 years position that may be extended or become permanent without further competition.  

This position may be eligible for remote work outside of the DMV area only.

Duties

PRAD’s mission is to conduct and coordinate analysis and research related to policy, including economic and actuarial policy, which impacts pensions. The employee in this position serves as a recognized authority to advise the PBGC Director, PRAD Director, and other senior level staff on policies, practices, theories, and trends in the multiemployer pension plan community as they pertain to PBGC’s actuarial policies, programs, and activities in the area of multiemployer pension plans. 

  • Provides authoritative analysis, technical insight, advice and recommendations on complex, sensitive actuarial matters with national impact, proposed regulations and laws, and rulings and decisions that impact PBGC.
  • Identifies emerging issues that require study and evaluation with a focus on multiemployer pension plans and their operation, prepares position papers on these matters, and presents findings to the Department Director and other senior PBGC/PRAD staff.
  • Conducts special studies concerning the effects of proposed or new regulations and legislation. Provides specific direction and guidance on the development of valuation systems and models for use by PBGC.
  • Conducts briefing sessions and meetings with regard to areas such as PBGC initiatives, proposed policy changes, rulings, and complex technical issues. Represents the PBGC Director or PRAD Director at conferences, meetings, etc., on critical technical issues.

Qualifications

All qualification and eligibility requirements must be met by the announcement closing date.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

Specialized Experience: Applicants must have at least five years of specialized experience at the GS-14 grade level in the Federal service or equivalent to the GS-14 grade level in the private sector applying the principles and practices of actuarial science to multiemployer defined benefit plans.

Examples include: experience evaluating and analyzing the effects of changes in the pension environment on specific multiemployer plans, determination of withdrawal liabilities, and experience advising on, presenting recommendations on, and providing summaries of pension issues and policy matters.

Note: An Enrolled Actuary (EA), an Associate of the Society of Actuaries (ASA) or a Fellow of the Society of Actuaries (FSA) credential is preferred but not required.

Education

In order to qualify for this position, you must possess the following education:

A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
