Qualifications

You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
  1. Providing administrative and technical support to the organization through a wide range of mission support functions;
  2. Composing correspondence or other written materials that is sensitive or controversial for executive-level staff and high-level officials;
  3. Collecting, verifying, consolidating and reviewing a variety of administrative and statistical data in a field of administrative specialty (e.g. human capital, budget/finance, property/logistics, fleet, etc.) to prepare reports and briefings;
  4. Researching and/or analyzing stable or simple administrative and/or program issues; and
  5. Maintaining records of suspense actions and tracking suspense status through an automated system.
OR
EDUCATION:
A.
Master's or equivalent graduate degree from an accredited institution that included major study in any field of study.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.

You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
  1. Planning and conducting management analysis projects and studies of a procedural or factual nature;
  2. Analyzing and evaluating business and management practices for application to agency programs or operations;
  3. Reviewing administrative program and policy changes to determine appropriate changes or corrective action required;
  4. Researching and analyzing complex administrative program issues and recommend changes to directives, instructions, policies, and processes; and
  5. Participating in planning conferences with supervisory and program managers to provide necessary information pertaining to the full spectrum of administrative functions within the organization.
OR
EDUCATION:
A.
Ph.D. or equivalent doctoral degree from an accredited institution that included major study in any field of study.
OR
B. Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited institution that included major study in the field of study described in statement "A" above.

GS-12
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
  1. Applying analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity;
  2. Assessing agency programs, activities, missions, policies, and objectives to analyze and evaluate administrative control systems such as those designed to prevent waste, fraud, loss, unauthorized use, or misappropriation of assets;
  3. Analyzing and evaluating employee/organizational efficiency and productivity including staffing, work methods, resource utilization, and procedures;
  4. Reviewing information, reconciling conflicting data, and devising new or modified methods to analyze findings and improve customer service activities; and
  5. Consulting and coordinating with managers to review and discuss management considerations, such as determining training needs, appraising program performance, and providing constructive feedback and recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
