Vacancies will be filled in the following specialty areas:
Operations Support
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- Serves as the SCR's principal problem solver for identifying, analyzing, and resolving building/ geographic area- wide or multi-functional problems and complex issues. Develops solutions/courses of action that ensure all related issues are identified and effectively integrated across functional lines as appropriate. Ensures that the appropriate senior leadership/managers or other service providers are alerted of any emerging issues, systemic problems, developing trends, etc. As necessary, coordinates with service providers to implement solutions/courses of action.
- Assumes a leadership role in coordinating building/geographic area-wide or cross-functional administrative activities and initiatives. Continually studies, analyzes, and anticipates building/geographic area-wide program activities, initiatives, and/or requirements. As needed, coordinates the development of action plans and schedules for initiating multiple cross-functional projects, including projected personnel, equipment, and/or budget requirements. Establishes criteria for measuring degree of project achievement and customer
satisfaction. Analyzes plans to ensure consistency with Service goals and policies while meeting customer needs and expectations. Provides briefings and prepares comprehensive reports to keep the SCR, other managers, and NTEU (National Treasury Employees Union) officials apprised of all facets relative to cross-functional program initiatives and projects.
- Supports the SCR in working with NTEU on local cross-functional labor relations issues and ensuring coordinated management representation to address local labor relations issues. Monitors MOU's (Memorandums of Understanding) and other agreements to ensure appropriate resources are utilized so that customer expectations, timeframes, and commitments are met. Identifies areas requiring attention and apprises the SCR and functional heads accordingly. Assumes a leadership role for developing/revising MOU's between/among customers, service providers, and/or NTEU.
- Represents and/or supports the SCR in fulfilling responsibilities for committees as determined by the National Agreement. Participates with the SCR in all sensitive/confidential meetings that impact the development of cross- functional labor relations policy. Provides advice/recommendations based on data collected/analyzed relative to cross-functional administrative issues. On behalf of the SCR, may hear institutional and/or office-related grievances of a multi-functional nature and may coordinate local negotiations regarding cross-functional issues.
- Provides support to the SCR in addressing time sensitive issues and coordinating emergency incident management activities. Supports the SCR/Commissioner Representatives (CR's) in conducting incident operations and in the management of all incident operations at the incident site. During emergencies/building incidents, the incumbent secures POD status information, documents and relays information to the SCR. Reports actions to SAMC, update the Agency's Emergency Hotline and communicates status information to employees and local stakeholders. Also supports the IM (Incident Management) process by serving on a team and performing tasks as assigned. Supports the SCR in developing and implementing strategies and tactics for response and recovery activities.
Conditions of Employment
- To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement/enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
- Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
- Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
- A 1-year probationary period is required.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Undergo a review of prior performance/conduct and an income tax verification. - Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11, in the Federal service. Specialized experience for this position includes: Demonstrate accomplishment of administrative support services and operations assignments that required a range of knowledge of management principles and techniques, and project management techniques to manage cross- functional work processes. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of personnel, facilities /building management, time management, incident management and safety/security, program requirements. In addition, oral and written communication techniques sufficient to represent the administrative interests and to meet and deal tactfully and persuasively with others.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Referral: You will be assigned to one of three quality groups. Each group represents a quality level (i.e., Superior/Best Qualified, Highly Qualified, Qualified).
