Summary

The selectee of this position serves as a Administrative Officer responsible for planning, implementing and directing District administrative programs in support of the mission of the United States Marshals Service (USMS).

This position is located in the Northern District of Illinois / Chicago, IL.

Duties

As a Administrative Officer at the GS-0341-13 grade level, some of your typical work assignments may include, but are not limited to, the following:

  • Plan the work to be accomplished by subordinates, establish priorities, assign work, evaluate work performance; and provide advice, counsel, and guidance to subordinates.
  • Principal advisor to U.S. Marshal and Chief Deputy for all financial and administrative policies and procedures.
  • Monitor procurement of operational and administrative supplies and contracts.
  • Apply a wide range of statistical and quantitative analytical methodologies in developing short and long-range district budgets based on fiscal allocations from the Chief Financial Officer (CFO).
  • Oversee the Property Management program for district office to include the district vehicle fleet.
  • Facilitate all district personnel related functions to include coordination for Human Resources activities within the district with the Human Resources Division (HRD).

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
  • One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level to which you apply.

To qualify at the GS-13 grade level, you must meet the following:

Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties:
  1. Reviewing policies and procedures to recommend improvements to administrative operation's effectiveness and efficiency;
  2. Providing advice related to personnel functions such as hiring, employee performance, and/or training;
  3. Applying a variety of purchasing protocols to acquire services and supplies using purchase orders, blanket purchase agreements, and/or fixed price negotiated contracts; and
  4. Analyzing budgetary information to ensure accurate status of obligations, accruals, and/or paid transactions.

This position is open to Competitive Merit Promotion, Non-Competitive and Special Hiring Authority eligibles. You must meet the requirements for one of the following eligibilities:

  1. Current permanent competitive service employees; former Federal employees who achieved career status in the competitive service; or former Federal employees who served on a career conditional appointment without achieving career status in the competitive service who was separated less than 3 years ago, must submit an SF50 that indicates career or career-conditional (Tenure field 1 or 2); AND status in the competitive service (Position Occupied field 1.)
  2. Veterans applying under the Veterans Employment Opportunity Act (VEOA) must submit a copy of their latest DD214 indicating service performed under honorable conditions. To be eligible for a VEOA appointment, a veteran must be preference eligible OR have substantially completed 3 or more years of continuous active service.
